RARICK There is a current tendency in the legislative process for passing appropriation bills at the federal level which might be termed express legislation" get the money authorized before citizens know what's going on. Appropriations for several departments and agencies and for hundreds of federal activ- ities are often times consoli- dated into one bill bearing an emotional, appealing, or nonThe title is descript title. all that the average usually citizen knows about the bill. Oftentimes large appropriations of tax dollars are included in a bill in such a skillfully drawn manner that even some Congressmen are unaware of the hidden purposes for which the money is to be used. For example, let's take H.R. 9272 which recently passed the . I House of Representatives. At first glance it would seem to be free of controversy if one would believe its title, Mak. ing appropriations for the Departments of State, Justice and Commerce, the judiciary, and related agencies for the fiscal year ending June 30, 1972, and for other purposes. The joker is concealed behind that legis- lative catch-a- ll phrase, for other purposes. Additional funds for U.S. missions, congres- sional expenses, and contribu- tions for international conferences and contingencies are but not given at $4,793,000 in the bill. Most interestingly, the above figures do not appear in the bill H.R. 9272, which is what most Members read. The United Nations is not even mentioned in the bill.
