Show June 11, 1070 THE UTAH INDEPENDENT Jamies, Wake ' Utah's communities have the finest law enforcement officers and organizations in the world. Many of these officers are Latter-day Saints who live their religion; and many of those who are not LDS appear to be caught up in die fine competitive spirit of their own religions and are living them also in die of finest Christian traditions. But it is sad to report that most of these officers are replete with factual accounts of known and obvious violent criminals who have been turned i UpS free by die courts. We do not deny that the burden on die local and State-leve- l courts of Utah is great and difficult in view of restrictions of the United States Supreme Court Our Nation is wisely meant to be controlled by law, and not individual whim, whether of judge or of executive. However, the main body by of this law is the United States Constitution. We maintain that it does not take a sophisticated judge or lawyer, or a specially favored political appointee of the ruling political party or philosophy to tell the simple, humble electorate what the words of the Constitution mean and what they don't mean. More specifically, how many citizens walking down the street would agree that strong evidence indicating that a specific person killed an honorable woman of this community with as cruel a weapon as a meat-for- k cannot even be considered court because there are the by indications that the police officers secured the evidence by improper, unfair, or unauthorized means? Isn't the question simply, who does the murderer appear to be and is there evidence to prove that and only that? If the police have erred, then surely they must be subject to punishment in their own right, either by their superiors or through civil suit for damages. When these groups have established a record of irresponsible conduct and violence, the civic leaders should use that record to categorically refuse ANY demonstrations by that Organization. On the other hand, if the group is allowed to have demonstrations and agrees to abide by certain regulations, the civic leaders should insist upon strict compliance. If there are flagrant violations as there were in 'Chicago, the city should immediately suspend permission for any further activities by the group. Good judgment should also be exercised in selecting the location for demonstrations which are known in advance to be hostile. No concessions should be made to a group which would definitely jeopardize the rights of the local community. What appeared to be one of the most serious lapses of judgment in Chicago, was the expelling of the rioters from Lincoln Park, which was far from the convention hotels or convention headquarters, and then allowing them to camp in Grant Pane, which was directly in front of the Conrad Hilton Hotel, the headquarters of the' Democratic Party. From that moment on, the civil rights of the Democratic leaders, the occupants of the hotel, the owners of the hotel and the people having business at the hotel were completely emasculated.
