Sec. provides that all appropriations shall lapse at the of the budget year to the extent that they have not been expended or encumbered, but the accounts shall remain open for 15 days thereafter for the payment of claims Incurred prior to the close of the year. Any unencumbered claim presented after the 15th day following the close of the fiscal year shall not be paid from the appropriations for that year but shall be paid from the next ensuing budget. As to cities of the first and second class, encumbered claims presented after said fifteenth day shall be paid from the appropriate reserve for encumbrances. Sec. provides that the act applies to cities of the first, second and third class. Since a third class city has not been given power to encumber funds, it follows that under Sec. a third class city must pay all claims presented after the fifteenth day after the end of the fiscal year from funds appropriated for the next ensuing year.
