Proposition No. 3 deals with City School Systems as follows: Slut.ll Section C of Article X of the State Constitution be (Editor's a series of 110 Om Policy repealed, eliminating the mandatory requirement that cities of the first and second class have their own school dis- trict? At the present time, Article X, Section 6 of the Utah Constitution reads: In cities of the first and second class the public school system shall tie controlled by the Ikiard of Education of such cities, separate and apart from the counties In which said cities are located." Cities of the first and second class which have their own school districts are Salt lake City, Ogden, Murray, Logan, and Provo. The amendment fills two purposes, First, It would allow combination of a city school district with that of the county district if it were felt desirable for economic GREAT NATIONS RISE AND or other reasons. it would remove the reSecond, quirements for cities to form seperate school districts as they reach the population of a second class city. Because the proposed ameiulmiMit would remove an existing requirement. It would lie permissive in its effect. Tills proposition was placed on the ballot by approval of the 1971 Utah legislature, and would make it possible for school districts to consolidate for greater economy in administrative costs.
