In doing so, he outlined a communities responsibility, if it hopes to attract the growth that is necessary to sustain its economy. is a fact, the governor that Utah communities out, pointed can offer some of the greatest sources of raw materials. There is, in most cases, a ready labor force, which has compiled an enviable work record. It is a fallacy to assume, however, that these facts are common knowledge to people outside Utah. The facts must be compiled, showing what advantages or what raw materials may be available. The labor force figures cannot be assumed. They must be a proven fact. It is a fact that the availability of open areas of land in Utah is an enticement to industry. They like lots of room. It is a fallacy to suppose that can take factory representayou tives to a raw piece of real estate, however, and point out to him that this would make a tremendous factory site, when all he can see is the time and effort that must be expended in draining, platting, fencing, leveling, building access roads, bringing in utilities and completing other improvements before construction can begin. For a community to seriassume that it is in the highly ously competitive race of seeking new industry, it should consider the possibility of a community effort to provide the basic needs of such an industry, should one be found. When conditions are ready, then efforts can be made to seek the right company. One of the basic requirements for industrial growth in a community is good educational systems. Steps are presently being It taken to move in this direction. Recreational facilities are also important. Although some strides are being made, it would appear that additional planning is needed to d appeal. provide Another prime requirement for growth is the availability of adequate medical and hospital services. Again, it would appear that we are moving in the right direction here. One of the greatest areas of need for industrial growth, however, is land and facilities. As the governor pointed out, an industry or business would first like to move into an existing building, where they could lease or purchase space without the lost time of a construction program. Since most communities have limited floor space available, they should move to see that an industrial site is set aside, zoned and ready for immediate occupancy, should the opportunity arise. This would include adequate access, leveling, fencing, if necessary, and immediate access to utilities. Water, sewer and electrical power, as well as a natural gas supply are prerequisites for most industries. If they must consider the task of running these lines for a great distance, they will probably consider another site. Present state law allows cities or counties to establish industrial sites, and prepare them for use. When this is done, we will have a product that can be sold. A prospective buyer, in looking over a community with farsighted planning, cannot help but be imyear-aroun- pressed. It can be done only on the basis of coooperation and planning. But the one thing we must remember, above all. however, is the fact that it CAN BE DONE.'
