The same knowledge that is now applied and the same research that is needed for the National Forests is' also needed on the other lands in the state. Less than 4 of Utah is cultivated. The productivity . of the other 96 depends upon the intel- ligence with which it is managed. We have already learned that over half the state has no land management whatsoever, and considerable more is in a doubtful status. OTMPS FOREST NEEDS . HAVE listed, five very important uses of National Forests, the biggest problem confronting, the Forest Service in the administration of these areas, is that of correlating these five uses. Occasionally a camper loses sight of everything else bat recreation and wants all the grazing and timber cutting eliminated, little realizing that millions of dollars of business are at stake. Occasionally a sportsman wants the for forest managed exclusively game, forgetting that most of the livestock feed is not game feed. Occasionally a stockman resenting the campers disturbing his stock and the hunters and fishermen leaving his gates open, wants the exclusive use of these ranges. Occasionally the water user imagines that all grazing and all timber cutting is as devastating as some outside the National Forests which he has seen or read about. Without investigating conditions, he demands that all these uses of watersheds be stopped. He does not know that the livestock industry is the third of largest in Utah and gets 77 its feed from the range. The more prevalent the idea of correlated uses becomes among the citizens of Utah, the more can these areas contribute to the welfare of all. Each class of user eventually must learn to harmonize his needs with the others. I the goal in ROUGHLY National Forests has been set forth above, but little has been said about financial returns from these vast areas. The coming year the Forest Service will spend $258,700 on roads. The more im- portant projects include: Construction of 8 miles of Heber-Fruitlaroad, construction of 8 miles of Lake .Fork Mountain road, construction of 5 miles of Salina-Fishlaroad, construction of 4 miles of Oak Creek road, surfacing 5 miles of Sevier Summit road, widening and reconstruction of 10 miles of Provo River road. These roads serve all kinds of travel. The coming year the Service will also spend $18,000 on range improvements, such as water developments and drift fences.
