Had the Boulder Dam bill passed, Utah would have lost all prior rights to the waters of this basin. Not only Utah, but Wyoming and Colorado. At first when the bill was presented in Congress everybody was talking about the big thing it was, but when analyzed, Leatherwood found that California, Nevada, Arizona and New Mexico would have absolutely dictated the distribution of the waters of this basin, while the States of Colorado, Wyoming and Utah would have looked on in meek submission. Not only that, but all the lands in Utah, Wyoming and Coolrado under the project would have become a barren waste for the lack of water. Without doubt it is the greatest stroke of legislation effecting this state in the history of the state. Congress now will take no action until such Itime as the lower basin states come to an amicable agreement with the northern basin states in a just division of the water. In fact at the present time there has been some talk in California that the waters of the Strawberry project belong to the Colorado Basin and those behind the Strawberry Project had no legal right to conduct that water out of its regular channel.
