While they will see little of him in future life because of his enlistment in government service, yet his future success will make up for his absence in part at least. Whenever there is a serious calamity working to the great injury of the people and the destruction of their property, there has invariably been a rush by charitable people to aid the unfortunates with money, foodstuffs, etc. Money is voluntarily donated to help the unfortunates and in cases of huge disaster the unfortunates should be paid In lump sums instead of weekly or monthly doles. As a rule there is too much red tape connected with charity. In the Bingham disaster, we now find an unexpended fund of $41,864.79. This means that either the recent disaster was greatly exaggerated and but few people w'ere entitled to aid, or else the distributing committee wanted to so economize as to leave a big balance of unexpended funds ancl in their own minds make a record. When the relief was distributed at Lagoon and Willard, a person called at this office and told us that a party had their place up for sale at Lagoon, or Farmington, for $1,100. This place was one of those ruined by the flood and they were given $2,500 and still held title to the land. It is things like this that gets under ones skin and discourages charity giving. In cases of big disaster there is only one proper system for aid, if it is decided to give any aid, and that is to give a lump sum to the disaster victim. That will do some good, but to dole out the money in small amounts is but a mockery. IDAHO ISSUES MORE LICENSES THAN UTAH With the population of Utah and Idaho about the same in number, Utah having 492,478 to 492,071 in Idaho, we find that there were over 13,000 more fishing and hunting licenses in Idaho last year than in Utah. As the years come and go the difference will become greater in favor of Idaho unless some radical changes are made in this state in securing more fish and game than we have. To see some of our especially made outdoor screen pictures and to read the news columns of the daily papers, one is led to believe that this is the premier fishing and hunting state of the west. While it is good to advertise and boost our state, however we must make good our assertions and when people come here and we take them out on a fishing and hunting trip we must deliver the goods. By that is not meant that we take certain parties out in protected districts and give them a taste of real sport, for such privileges are only allotted to the few, while the people in general have but little. Upon the opening of the trout season we thought we would have better fishing than ever. We have already stated that American Fork canyon will afford little pleasure to the fisherman; to the sightseer it is magnificent. Last week the writer made a trip to Logan canyon and reports that unless a man is an expert fly caster he has no business in that canyon. There appears to be a fair supply of fish in the reservoirs at the mouth of the canyon, but in the stream above, less fish will be caught this year than were caught last year. The writer has fished this stream off and on for the past d thirty-fiv- e years. At that time a fish was ordinary, but now well go up and try it. Logan is a beautiful stream for fish. The water is icy cold and our native trout will do best in it and all efforts should be diTo rected to native propagation. make a success of rainbows in this stream the fish must be hatched in the water and reared in it A can of rainbow fingerlings brought in from California and dumped into this cold water will kill every one of them. The rainbow trout are a Pacific coast fish and used to much warmer water than we have here. When the rainbow trout were first imported it was thought that they could not be propagated here with success, and they were not a success until imported eggs were hatched here and our spawners raised. All of the first fish that were planted from the Murray hatchery died within a few moments after they were dumped into the streams. John Walker was the 'first superintendent of the Murray hatchery and he had to go through a lot of experimental work before the rainbow became a success here. It is now a good fish for most of our streams. Notwithstanding the millions that have been planted, the fishermen will find few rainbows at the heads of any of our cold water streams. If the native is a better fish and does better in our streams, more attention should be given to its propagation. Going back to the Logan river, fishing is very poor between the forks, twelve miles up the canyon, and the head of the stream. Bait casters may catch some big fish in the reservoirs, places which the ordinary fly fisherman passes up. The writer saw one fish in the reservoir that must have weighed at least seven or eight pounds and big fellows are jumping up all over. The best fishing at present in other parts is between Charleston and Stew- arts ranch on the Provo.
