The' Democratic party is getting ready for an active, and predicted, vie- torious campaign next fall presidential election. James H. Waters was elected state chairman by members of the state committee, the fore part of the week. Waters succeeds David U. Dunbar, who has left the city to make his future home in Los Angeles. When the Democratic state committee selected Mr. Waters,- they made a ten strike. Mr. Waters is well known and has many friends and Is an ardent worker in the ranks and he likes the political game.. He is the managing director of the Newhouse hotel, and he is also chairman of the house committee of the Salt Lake Country club. Chairman Waters believes in starting an early campaign. He believes the next president of the United States will be a Democrat, but he does not overlook the fact that all must work hard if a victory is scored in this state which is rated as a solid Republican state. At the same meeting. Burton W. Musser and George H. Dem were reelected secretary and treasurer respectively. Those present at the meeting were as follows: Dan B. Shields, H. L. Mulliner, A. J. Men who already own rented property under circumstances which make certain a tax of from .25 to 58 per cent figure that tax as one of the expenses and add the tax to the rent they must charge. Rents, therefore, are kept up in two ways by the scarcity of houses because capital is discouraged from further investing, and by the high income tax that must be paid by the owner of the house who had previously made his investment. How It Works. People of moderate means, who constitute the class occupying houses as tenants, are undoubtedly strongly in favor of a high tax rate on large incomes on the theory that.it is paid by the rich. If they will take the time to analyze the situation and reason out the effects known causes must certainly produce, they will readily see that they are the ones the high surtaxes actually reach, for they are paying high rents because of these high taxes. No one would advocate the repeal of the income tax nor of the graduated surtaxes which impose a higher rate on persons of large income than on those of small income. But there is alw-aya point at which a tax becomes so high as to become self destructive. Whenever a tax is of such a nature as to discourage investment in active business it destroys its own purpose by curtailing the amount of income on which any tax can be lev- . led. INVESTIGATE A Tax committee of the Chamber of Commerce will investigate tax levies of city, county and state depart- ments and check expenditures thereof, in order to get a line on our present heavy taxation and the reasons therefore. N. (Bob) Young? Mr. Young has been Mr. Green's right hand man as city treasurer for the past four years. He is now opposing his boss for city commissioner and the natives are wondering if there is some understanding between the two men.
