Armstrong. Whats the matter with business? Some one has blundered. It is to reason why. Notwithstanding the large undeveloped resources of the country, the culture, activity and energy of the people, and the need of useful production, legitimate enterprise is at a standstill. The main enterprise, in these days, is the business of bandits and bandit chasers. Sovereign government is free to act; but the consequences of its acts were decreed and settled beforehand by the ancient gods of Greece. Those mythological gods have been replaced, in modem civilization; they are called immutable laws of nature, which now settle consequences. The overpowering longing of man, in all history, is to live with the minimum of exertion; to subvert the decree of the Christ that If any would not work, neither should he eat; and that in the sweat of thy face shalt thou eat bread. Schemes are devised to confiscate the reward of the labor of others. In early times, the plan for shirking work was by arbitrary usurpation. The priests, claiming all virtues of God, with keys to heaven and hell, arrogated to themselves the right to live on the earnings of the commoners. Later the feudal system was devised, by which the lords of creation vested themselves with power to exact from the public homage, fealty and rentals, for leave to occupy the earth. The modern method of wholesale robery is by class legislation; and in robbery is by class legislation; and in der the pretense of patriotism. The claim of patriotism may be by loaning money for public purpose, or by the grace of assuming the burdens of public office. Whatever the claim made, the main business of servants of the nation, states and municipalities, is to conjure new methods of extracting taxes from the public, with which to pay the salaries of themselves and their henchmen, and to provide grease for the political machine. The result is the same, no matter what the name of the party that elecets them. Taxes, however, are only a minor consideration. The main point is to keep business moving to enable the public to produce the taxes, and a bare living boot-leger- s, justice and promotion of the general welfare, trusting in God for results. There are plenty of undeveloped resources; plenty of idle labor available; production is wanted and needed; and money for investment where there is fair promise of profit. Money shies at an unfavorable chance, though the general outlook for success may be good. One of the controlling things that money considers, in financing new enterprise, is the danger of labor strikes. In financing factories, mines, facilities of traspor-tatiodepending largely on manual labor, the likelihood of strikes looms as a deterrent. If, after taking the risks, the enterprise escapes strikes, and succeeds, the government takes the bulk of net earnings in taxes. The country is short on laws that give a chance to the common herd, that have a right on earth and to the rs el-war- e? constitutional amendment is now being sought to enable the federal government to tax state and municipal bonds. The purpose, announced by its sponsors, is to divert investments from bonds to business enterprise. Such legislation is futile for such purpose. It will not promote the general welfare. It is inapt to establish justice. It will add a new source of revenue, which will be met by investors by exacting a higher rate of interest, or discount of par value, in purchasing bonds. It will only shift the public fund from one pocket to another, without benefit to any but the bond holders, who may cotnrol the tax rate to their advantage, after purchasing the , . ED. J.
