This new system has been brought to the attention of the city commissioners and has the backing of several prominent nun in public life, said to include S. Q. Cannon, city engineer. L old. However, and the fact might just as well be admitted, the main problem the South remains the negro question. The Republicans of the United 8.-.gtates generally do not expect nor do to develop where they wish a situation negro domination in the South would be possible. And, furthermore, they Jknow that such a situation is not likely now or at any time in the future. Yet many of these same Republicans whose thoughts are as expressed will j not publicly admit that the above statement is correct. In this connection it may be well again to allude to the fact that it is the general policy of the pres-ideto appoint to office only those in i I Z5E I 1 o 3 M ym Sioe I Ia 1 F45 T I nt the respect and are backed by the best sentiment of their respective localities, and this applies to the whole of the United States. The general and the best thought of the Republicans is that as the negro race be- Icomes better educated a greater de- :gree of tolenrance will develop in the Jsouth; as a matter of fact it is developing now, and as it develops there jwill be a larger participation of the sr who have the affairs of the state ,and nation, though not up to the point of control. Of such a situation as that see no present or future possibility. "This in brief is the Southern situation as I view it. The change is at 1 Why should the South continue its isolation, an isolation that operates only to its own disadvantage? Nothing will so benefit the South as the t building up of a real and influential Republican party in those states. I be- 4hand. Jieve that such a party is at last in sight. Carlson has spent ten years of his life figuring out a simplified system of locating street and numbers in Salt Lake. Having, he believes, taken the twist and twizzle out of the north, south, east and west tangle that now obtains, and which is e resimost confusing to many dents, not to mention its utter noncomprehensibility to strangers within our gates, he has so far perfected his simpliled system that he has now offered it for public approbation. Herewith Is published the map key to the Carson system with his comment and explanation of tame. Mr. Carlson says: It is an easy matter to locate any street or residence or any other point within the city limits, within two feet, instantly; without consulting a city directory, or asking any question as to its location; if this system is adopted and the following boiled down facts of rugged rules are strictly adhered to. First step necessary, previous to putting this system into effect, will be to designate two division streets that cross each other at a right angle, and it is hereby suggested that the present Main street and South Temple street be designated as the division streets In Salt Lake City, inasmuch as the enumerations of the streets and residences now conform to my new plan. "The devision streets which I here- old-tim- . . lrsi r SUGGESTS NEW STREET colored man in Jr a X ii II action of a loot. Further reference is hereby made to the illustrated map, and more particularly to the square or block indicated by the letter A. The small circle in this block is indicated to be at 350 W. 200 N.; or in other words, Three and Fifty Hundredths of a block West of North Main and two blocks north of West Main. Likewise the circle in block B in indicated to be at 577 N. 100W. F indicates an alley in block Dj and the only passageway indicated to enter this alley and block is from the south, the odd number 1 in 51 E. shows the route to take. The location Lake Streets '3 a Republican t-- fx of 345 S. 50 E., hence, must be somewhere in the middle of the block C, the even number 50 indicating that you may enter alley E in said block C from the north. "A duplication of designating bers of any patricular street or numbuild- ing in any one city, is impossible; the system can be carried out indefinitely with the same marked accuracy and expedience and the only requirement needed for its adoption in this city is the official act of the city commissioners and for every citizen to express, at every occasion, in writing or otherwise, the number of the street and its location, as previously shown, instead of giving the name of the street as previously done. I have given the above system due consideration and I recommend its adoption. J. W. CARLSON. if speak of will be known as East Main (E. M.) West Main (W. M.) WHY THEY'RE WHISKERLESS. North Main (N. M.) and South Main (S. M.) figured from its intersection. "All enumerations of this system begin at or from these division streets. A maximum of 100 numbers for houses in each block will be imperative for this system, the even numbers of residences are always on the right hand side of the street, hence the odd numbers will appear on the left hand side of the street, figured from these division streets. The residences bordering on the division streets will be known by its present number of location on East Main, West Main, North Main, and South Main; reference is hereby made to the illustrated map, which explains this point clearly; locate 451 E.
