The heart of the covenant championed by Mr. Wilson, is, as he. has ' said, Article X. The good abbes plan contained an Article X, which was designated as Article III. His was a league to enforce peace and his article was of the same warlike tenor as the celebrated article X of the League of Nations covenant.
