The prejmration of the budget to use up the full federal allotment of funds for 1927 and 1928 is already assuming definite form. Congress has made available for each of the two years beginning July 1st, 1927, and July 1st, 1928, and of this sum Utah will receive about $850,000 year which may be used in matching funds from local sources on any basis the road commission may determine up to $74 of federal funds for each $26 of local funds spent in the acual construction work on the federal roads which embrace about 7 per cent of the total road milage in the state. The state road department will inaugurate a new policy of handling federal aid for these two years and will attempt to reduce the federal aid participation and increase that advanced from local sources. In the budgets for 1927 and 1928 now practically prepared the state will call upon counties to advance 4(i per cent of the construction costs in addition to funds needed for surveys while the remaining 60 per cent wiil be put up from federal funds. This will apply in all eounties having an assessed valuation of $25,000,000 or more on the theory that such counties are wealthy enough to meet a larger portion of the construction ewts. For eounties having an assessed valuation between $15,000,000 and $25,000,000 the state department will advance $70 of federal money to $30 from counties. All counties having a valuation of less than $15,000,000 may share in the full participation allowed under the federal aid.
