The installation of h meter at the curbline necessary for each residence or business building is made compulsory. This means that the municipality will charge against the property owner all that passing into the building, and the landlords must themselves distribute the water fees to their tenants. If they so desire as in the case of apartments or business buildings occupied bv two or more tenants, the owner may have individual meters put in behind the curb meter.
