Hansen, Salt Lake County Auditor. Mr. Parker, a Certified Public Accountant, was previously associated with the accounting frim of Ernst and Ernst in Los Angeles for four years. If we do not begin to use our 20th First South, Taxicab Driver century technology to help solve our social and ecological problems before the 21st century, the $20 billion spent for the moon may turn out to be the cost of basic transportation research as preparation for an exodus from the uninhabitable earth. This warning was uttered by Dr. Peter House, a computer specialist, at this springs Joint Computer Conference here of the American Federation of Information Societies (AFIPS). Processing Dr. House called for environmental policy planners to make use of modern technology, including computer techniques, to plan and pretest solutions before they are inflicted on our land and our people. The physical effects of environmental research can easily enough be pretested, 'Dr. House observed. The real problem is how to test these physical solutions in the context of a total society. The computer, in his opinion, enables the policy-makto do this, thereby often horrendous the minimizing social and personal coats of program failure. In discussing specific uses of the computer for solving environmental problems, Dr. House concentrated on three major areas information retrieval, simulation and gaming. Concerning information retrieval, Dr. House commented, Spurred by national interest, state and local areas have recently turned to numerous software concerns to design information systems to store the vast amounts of data generated by various government departments and to organize the data so that it can be retrieved on command by interested parties. The technique of simulation has been useful to social scientists in their attempts to use the computer to answer questions in the realm of A successful replication what of social reality in a computer-simulatio- n would allow the people who must make decisions, both administrative and political, to make them better and to have more confidence in the expected effects of the policies they put forth. At the same time, such simulations can reduce the overall cost of attempting to bring about a given social change, and would help lessen the amount of human suffering and inconvenience associated with social programs which are begun and then abandoned, stated Dr. House. According to Dr. House, the third major area in which the social sciences have employed the computer ia in education and training or gaming. In this process, games if. Williams, Jr., said June 17 he will Invite big city mayors to testify before Congress on their true .feelings as to whether, municipal employes should be brought under proposed federal minimum wage rates of $2 an hour. Williams said the invitation would be extended after labor leader Jerry Wurf complained that the U.S. Conference of Mayors urged lobbying efforts opposing the $2 D-N- J., minimum for city employes. Wurf is the American Federation of State, County and president of- - Municipal Employes. Williams is chairman of the Senate labor and public welfare committee, which is considering bills to raise the minimum wage from its present $1.60 an hour level to $2 and ultimately to $2,225 an hour. , The bill would extend minimum wage coverage to 17 million persons, including 2.6 million state and local government employes. Wurf said his union was shocked by the blatant appeal of the U.S. Conference of Mayors for defeat of the bill. Steel Output Rises Against Strike Fears WASHINGTON (ACCN) Domestic steel shipments rose once again in April, as consumers continued to stockpile steel against a possible steel industry shutdown when the present labor contract expires at the end of July. According to American Iron and Steel Institute, U.S. mills sent 9,470,000 tons of steel to their customers during April, the latest month for which figures are available. This was a gain of 444,000 tons over March's total and 2,430,000 tons more than shipments recorded in April, 1970. Through the first four months of this year, domestic steelmakers had hipped 33,593,000 tons of ateel from their mills or 2,253,000 tons more than the 31,340,000 tons of shipments reported in the comparable period of . 1970. minimum.
