The Court held burglary was a man made act, and would not permit reimbursement as is allowed in the cases of fires, floods or other natural disasters. It cost welfare officials $44,000 in hotel bills over two years until Mrs. Betty Howard bought new furniture with her own money to move back ALBANY, N.Y.
