Purchase of Pacific Mall. la 1(00 the Southern Pacific company purchased a majority of the stock of the Pacific Mail Steamship company, which has for many years been the largest carrier of oriental traffic to thlc country, and which has operated a line of steamships In connection with the Panama railroad, by which Panama route traffic in largo quantities has moved from Atiantle porta to Padfle coast points In competition with the allcall carriers. Included, singularly enough, a Japanese line known as the Nippon Yusen Kaiaha. This Independent Santa Ft line was abandoned. The percentage of this oriental traffic allotted to the Santa Fe and the Southern Pa. clllq, respectively, varied from time to time, but th. understanding is that the amount to be delivered to the 8uta Fe shall approximate 25 per cent of the total. This San Diego steamship line waa not a financial suootss; and It is no doubt the truth that the Santa Fa officials were pleased to be relieved of th burden of its maintenance In return for a sot Inconsiderable proportion of the freight brought to San Francisco by the longer established lines. Trade With the Orient. It Is a matter of large significance that our trade relations with the new. ly acquired territory of Hawaii and our Philippine dependencies, to say nothing whatever of the newly awakened lands on the other side of the Pacific ocean must depend to no slight degree upon the competitive relations between rail carriers Racking our Padfle coast porta. There 1 a further consideration of national policy arising out of tbs history of the Union Pacific, the Central Padfle and the Boucnern Pacific roads which distinguishes a combination of such roads. The Ualoa Pacific sad Central Padfle were bone out of national sentiment and need. The nation felt the necessity for rail connection to its Isolated Padfle coast territory and for this purpose, and to sn unprecedented degree, pledged its own credit and donated its own lands1 to create a national highway between tha Missouri river and Gw bay of 8an Francisco. In the construction of theee roads the people had in view the protection of the frontier in time of war, tbs settlement of a great wilderness west of the Missouri river, and the development of its resources; and to this end it waa determined to procure the line of a sad to maintain it as a free, open and continuous line of communication connecting with all railroads reaching Council Bluffs on the east, so that the public should havq the benefit of a continuous line of transportation from the east to the Pacific coast, unhampered by reaeon of the separata control of these llnee of transportation. It ia a foct that meet of the lines of railway reaching Council Bluffs and Omaha were constructed with the view iff connecting at these points with the Union Padfle railroad aa the prtadpsl Une to and from the Padfle coast; and the government has, perhaps, a peculiar ' obligation to maintain the freedom of this line. Expenditures for Development In no other portion of the country la the federal government, expending auch large earns for purpose, of development as' In thin great western region tributary to the Union Padfle. and the Southern Padfle, and la no other part of the United Stares la tbs commerce of tha country dependent on oo few railways covering no vast a territory and controlled by no few men; and in no part of the United States could such control have such effect. The body of transcontinental and foreign commerce through Padfle porta has grown to enormous porportlunn and its encouragement and development U of vital interest te the American people. It in claimed by the Union Pacific that the prindpal reason for acquiring the Southern Padfle was to obtain ton Central Padfle connection from Ogden to 8 an Frsndsca It la undoubtedly true that this I- a desirable conbut nection for that company; whether purchased or not. the Central Pacific la required to form a through line of transportation with the Union Padfle and not to discriminate against it in the receipt and transportation ofc freight and through traffic. Built By Federal Government The various lines which compose the Southern Pacific from New Or leans to Sun Frandeco were aleo built under patronage of the federal government by the donation of many millions of acres of government land, and formed an independent ad separate route. Illinois Central Not a Competitor. The Illinois Central cannot he regarded as a competing Hue sith the Union Pacific; but it ia competing line with the Chicago d Alton, which is Jointly controlled, through stock ownership, by the Union Padfle and the Ruck Island, and ia manifestly a competing line with the Rock Island. Sines June 80, of last year, the Union Padfle has purchased 29.50 per cent of too capital stock of tho Illinois Central, or 281.231 shares, out cf a total of 050,400 share It developed during the inquiry than the Union Pacific Kuilruad company In the year 1003, became the owuer of 103.431 shares of the preferred stock of the Chicago & Alton company. Aa a matter of fact, it appear, by the testimony of Mr. Harriman that Mr. 8iauta never owned any vt the stock of the rallroed. but waa a mere intermediary. What these bonds were worth does not appear, but it does appear that they were sold in the markt, from 19VU down to the preaent time, at from 761', to 866.; and that during two or three years' after the issue thereof, they ranged from 78 to 8tt. Mr. Harriman tesUfled that he had no hooka to chow the profit oa these bonds and had no knowledge of what he and his associates made ia tho transaction. Issued after Mr. Han f man and hta associates obtained control of the road, about 18,000,000 (Including toe coet of the fifty-eigmiles of the Feorta road and 3,000,000), It shows that liabilities of over 113.814,009 were placed upon property which had originally cost approximately 58.000,000, or aa increase of stock sad liabilities upon the road, for which not a dollar of tangible property had been added, of practically 58.000,000, Stock laeued No Property Acquired. It waa admitted by Mr. Harriman that there waa about 60.000,000 of stork and liabilities issued, against which no property bed bees acquired, and this la undoubtedly an accurate estimate. It further Appears by the testimony of Mr. Harriman that since the Harriman con trot hag ended, end the road was turned over to the Rock Island, the company has been compelled to issue $2,200,000 of ear trust notes to acquire equipment needed In the business of the company; that the present management found the company without any money to buy r necessary equipment or to build mile of railroad, which the company Bed contemplated constructing, and on which toe Harrimaa management bed placed mortgage, sold (he bonds, but had left no funds in the treasury to complete. ' Sankara Were Richly Rewarded. Incidentally, it may be observed that tbe bankers who manage these operations appear to be richly rewarded. The testimony shows that Kuhn, Loeb A Co., recelvfd five per cent, or five million dollars of the 100,000,000 of Union Pacific convertible bonds, one-haof which was retained by them, and the other half given to the syndicate to whom the bonds were sold. Ob the 750,000 aharee of Southern Pacific which the Union Pacific purchased at 60.81 per share, (he same hanking house received a Commission of 2.60 a share. They received a like commission of 250 per share on the Chicago A Alton stock uld to ibe Union Pacific At 86.50 per share. It Is significant that a member of this firm refused to disclose the extent of Its Interest in these securities.
