Secretary Taft baa received advicac from Governor Maguon at Havana indicating that a more or leas unsettled condition of affairs exist in certain parts of Cuba and that in Santa Clara province Mime lawless bands are appear-ln- g and pillaging. Therefore, at the governor's instance. General Bell has ordered a considerable reinforcement of tha garrison of American troops In that province. For the first time since the second occupation of the Island by the Americans, It has become necessary for troops to undertake themselves the suppression of these disorders, instead of leaving this task to the Cuban rural guards which, in some quarters, are regarded as sn Indication of the Inability of the Cuban civil authorities to permanently maintain peace In the island. General Beil, in company with General Wlnt, who will succeed him, Jan. 1st, In command of the American troops in Cuba, is now making a tour of the island with special reference to the military necessities in case further disturbances occur. 26 WM SMITH IS IHSANE Ha Told Judge Howell a Story of Adventure. The success of other reads haa proved e electrical transmisthat sion la no theory, but is entirely practicable. The roads between the points mentioned will be double tracked and everything equipped for a perfect electric system. It has been demonstrated that electric power for grades is better than steam, so that there will be no objection on that score, because coal haa to be used In making steam and Harriman cannot get asl. The Harriman system, taking n basis of 122 per mile, can electrify these lines and compete with the inter urban system anywhere. Harri-ma-n can transmit power from the Shoshone Falls plant, which can be greatly amplified, for a net cost of $15 per horse power per annum. The Utah Light Railway company expends $33 per horse power tier annum, and steam generated power costs about $51 per hone power per annum, so that Harriman has an advantage over others if the estimates given are correct. These figures are given on n perfect Interurban system, with modern equipment and perfect administration. The people will probably be able to get coal after Harriman gets hi road electrified. .
