This Is record time for a great government building project, for it wu only In February two years ago that President Roosevelt laid the corner stone of the college. The building occupies promlneat site In the Washington barracks reservation overlooking the Potomac. It Is the main future In an extensive Improvement scheme which will make the old Washington harness a huge military park. Congress has not been very liberal in dealing out money for the War college, and so about the only ornamentation that his not been cut out of the original plans is Emperor William's gift statue of Frederick the Great. The architect, Charles F. McKlm, provided for a liberal amount of Interior but all this had to be eliminated when congreu Insisted that the cost be hept within a million dollars. Nevertheless, the War college, if not buuliful. Is imposing, on account af its slxe. The building la in the form of a crass, the center of which Is surmounted oj a dome. Although only a little more than two full stories in height the Interior construction of the War college is of the most design, hollow tile blocks being used liberally In the floors, partitions and stairways. The purpose of the War college, as outlined by Secretary Root, Is to make school for It n sort of army officers.
