Ths Employers association of Chicago refused this afternoon to accept the proposition of the tesmstera that all questions Involved In the Montgomery Ward and company strike be submitted to arbitration with Judge Tulcy acting as arbitrator. The proportion of the teamstera waa conveyed to the employers through Mayor Dunne and it is stated this afternoon that the employers replied to the Mayor that tney were, as they have been from ths first, willing tin arbitrate anything connected with the strike of the teamsters alone, but they will under no rncumsiances .consent to arbitrate the strike of the garment workers, which was over four months before the teamsters went out on sympathetic strike. The Mayor was informed by the' employers that ihe trike waa declared, not because of any difference between the teamatera and Montgomery Ward and company or between th teamatera and any member of the Employers association. but hecaifse of a dlfferehee between Montgomery Ward and company and a certain branch of labor which Is entirely foreign to anything affecting the tea hint era. Such being the caa. ihe Mayor waa Informed that the employer have done all In their power when they offer to arbitrate with the teamstera alone, and that they will do nothing further In the line of arbitration. Ths action of tlie Employers' association discounted la advance the action favored by some of the members of the grand jury which todav commenced an investigation of the strike nn,l its csuei. After a number of witnesses had been examined several members of the Jury expressed themselves as in favor oi discontinuing the Investigation and adopted a report recommending that Judge Tully be selected to art as one of the hoard of arbitrators. A majority of the jurors, It. is said, favor arbitration and it is reported that the investigation will close Monday. The employer and team owner who ware called to testify expressed themselves as disappointed with the scope of the inquiry made bv the Jury. They expected that they would lie raltod to tell of such acts of lawlessness as they bad witnessed during the strike, but instead of this found that the Jury had prepared a list of questions, end most of these the witnesses were unable to answer.
