Politics ha been one of the last of the great world forces to acknowledge the sway ot this universal principle; but evolution governs politics as 11 completely ahd a Irrevocably as governs organic life, and the Inorganic progression of tlie political party can be said to embody, the whole truth that no one political party can away a nation for more than a limited time. Conditions change and the party .platform of ten or twenty year ago would be boiwli-Kfclout of agreement with the conditions of today. This fact Is weli illustrated in ih? return of that prodigal. Fresh issues have arisen since Cleveland left ur; fresh policies have leen framed to meet them, therefore in spite of the clamor of some southern states, no general apotheotd Is accorded to Cleveland hy the party to which he now, repentant, turn. a y 4 PATENT RIGHTS. The export of domestic products from the United Biates now exceed those of any other country of the world. They amounted to $1,892,231,000, against fU79.283.0iK) fra the United Kingdom, $1.113, 313,00V from German, $820,671,000 from France and $732,975,000 from the Netherlanda. In imiHtrta the United fftales stand third, the world's Isrgest Importer being the United Kingdom, $2,571,416,-000- ; Germany second, fl.340.178.0o0: the Culled States third. $1,025,719,000; Netherlands fourth, $867,308.inmi, and France lHlh $81K,046,000. The above figures of Imports and exportn are. n the case of the United States, for the year ending June 3, 1903: the others, the calendar year 1902, Regarding the details of the foreign commerce of the United Status, the abstract shows that 73 per cent of the exports were sent to Europe, IS per rent to North America and the remainder distributed In much smaller tier to South America, Asia, rentage Oecaulra and Africa. " The total value of the exports from ihe United Stales to Europe in 1903 was $1,029,256.01)0; to North America, $215,483,000; to South America. to Asia, $58,359,000; to Oreanica, $ J7.4ii8.tHii), and to Africa, 38,437,000. Considering the export by countries, tbe largest total la to the United Kingdom, $524,263,000; the next largest to Germany, fl93J42,000, and lo Canada, $123,267,000, Agricultural products form by far the largest group of txporta, amounting to $873,000,000 In 1903, being 03 per rent of Ihe total, while manufactures amount to $ 107,000,000, or 29 per cent of the total. Thu value ofHlomeallc manufactures exported hail never reached so much an fioo.ooo.ooo prior to 1876, and In 1896 for tho first time crossed the $200,000,000. Since 1896, however, the growth hue been rapid, the total exceeding $300,000,000 In 1899, passing the $400,000,000 in 1900, and remaining above $400,000,000 constantly since that dale, with a prospect that the total exporta of manufactures for the fiscal year 1904 will exceed In value those of any previous year. Tlie question naturally arises, in view of Hi la enormous Increase during so brief n period; What must the outcome be when, ns may be tlie case at some period, ihe available foreign markets have been supplied and there still remains a surplus in tbe hands of the American farmer and manutarttirer? In other words, where is the limit lo commercial expansion? Tbe world's market supplied, what comes next WATER WHEELS. (American Wool and Cotton Reporter.) It is a fact that economically about 90 per rout of the work value of coul as a power producer la wasted. Inventors have for years sought, and are now seeking, some method to utilize tbe full working value of coal. The same loss docs not occur in water as a power generator, which for ages has been considered the cheapest known power producer, Bilt the full efficiency of the water la nut. utilized, owing, as generally claimed, to lack of scientific knowledge in the construction of the motors. Reliable tests have shown that the efficiency of the turbine water wheel ranges from 25 to over 90 per rent. To the manufacturer tbe Importance of securing a wheel of the highest efficiency cannot be overestimated, aa on that depends tbe supply of power at a moderate coat. Yet sometimes the water wheel seems to be an uncertain factor, ss test have shown that two wheels made from the same patterns and tested under the same conditions have varied greatly In useful efficiency. Again, the efficiency of tbe Mine wheel varies, in some cases as high as 40 per cent, according to whether the gale Is fully or but partly opened. By efficiency is meaiu the power derived in profiortion iu (he water used. The highest efficiency seems to.be obtained with a full gate, which seems to indicate that water wheel, to work economically, must he built to receive a fixed quantity of water, and any falling below the required quantity meat's a loss of power creator by from 16 to 40 psr cent than tbe reduction of the volume of water. Water supplies are variable, having j times of greatest aud least flew, and ; If the wbeM is adapted to utilize the water at the normal flow, then the fore during the periods of excess or deficiency la great. Other plana have been proposed, but none proved practical The fact still confronts manufacturers that reputable turbine wheels builders will not guarantee their wheels to produce a certain amount of power with lesa than a certain quantity of water. When tbe volume of water falls below a certain amount, then the guarantee Is off. It would seem as if the turbine water wheel offered a greet field to inventors, for undoubtedly every mannfActurer would welcome wheel that would give the same proportional efficiency with a hundred gallons of water that It gives wlih two hundred gallons. And In Its way It Is more Impressive, Tbe earth freezes deep, many feet down, and is hard aa Iron. The whole harbor turns a kind of dull gray; that, too. Is frozen deep. To keep any sort ot a channel open the powerful ice breaker has to go through its work twice a day. Twelve bourn of an ordinary winters day la often sufficient to block the passage. And all this in a town In the nme parallel as Marseilles. To those who have never experience! It real Arctic cold la almost inconceivable. They cannot grasp the difference between ten and fifty degrees of frost; It remains to them merely one of numbers. Indeed, when once the winter has gone it la sometimes difficult to remember really how cold it was. but during the four severe winter months themselves it is a very solid and serious fact. Every night yon go to sleep remembering, if you are new to such things .that a failure of the furnace which heats the house means death; you might wake first to know you were frozen or you might not. In the poorer houses the inhabitants ones sleep cm the stores and the weak often often din Drunkenness here Is attended with a swift retribution, which does not In tbe least prevent it, and every day people are taken up frozen from the gutters, the aplnt which la in them only hastening the are freezing, so that the carta which sailalways sent round to pick up the ors when the crews of the are ashore have to do their work quickly. In the summertime, when there la not the rrm- - ne'd for hurry, the men often He about In mttere until the afternoon. The word "gutters" la used of imply to designate a certain part the roadway; gutters, aa inch, do not exist. The drunkenness among all classes of Russians Is simply appalling; offleera think nothing of taking a tumblerful of raw whisky aa a modest "bitters" before dinner. When the wind la not blowingd the cold is enlurable, though five overcoats are not at all an extraordinary amount of winter wrap. You wear, of course, fur boots, fur gloves, Women have their skirts fur caps. and bodices lined with fur; wild cV, being both soft and very warm, is often used for this purpose. It is quite astonishing the partiality for such things as oily sardines that one neys feet and for cost. Treasurer S. W. Mr. Knowles was the first to see the fire and he at ones hurried to tbe scene. The knife wse identified as that of Joe Tarbet of the Second ward, and aa he left home this morning and has not since been seen or beard from be is perhaps tbe victim.
