New York. March 13. The rejection Enby the American Society for Civil Cargineers of the offer of Andrew connegie to build for the noriety, in nection with three other societies of engineers, a home which wan to coal $1,500,000, between $1,000,000 and which, following closely on the heels of the declination of the city of Detroit of an offer of $750,000 for a Carnegie library, hae caused no small amount of talk among those who have followed closely Mr. Carnegie's efforts to escape the disgrace of dying a rich man, and it baa been freely suggested that the great steel master will the noon devise other means than building of libraries for the distribution of hia great wealth. In this connect ion, it is worthy of notice that wlthing a comparatively short time these offers of Mr. Carnegie, in addition to the two Just cited, have been declined: Alwood, Ind., $25,000; the Literary society of Quebec, $10,000; Cumber land, Md., $25,000; Easton, Pa.. and this refusal waa arterwanl reconbldered;Wheel!ng,Va., no amount named; Grand Rapids, Mirh $150,000; Clinton, Mass., $25,000; Tyrone, Pa, $50,000; the Philharmonic orchestra of New York refused an offer of $500,-00- 0 because the conditions attached, that an equal amount should be raised from others, made it Impossible for the society to accept. Mr. Carnegie, it. la estimated, has given away to January 1, 1904, more than $90,000,000, of which pretty nearly $70,000,000 has been given in the lrnlld States. This, it is said, has made Httle if any impression on hia original capitaL With the refusal of the benefactions becoming more frequent as time progresses, much Interest la naturally manifested as to what new direction his benevolence will take. Some light is shPd on this question by an Interview which your correspondent recently had with an intimate friend of Mr. Carnegie, who is well acquainted with the ideas and plana of the great philanthropist, but who, for obvious reasons, does not wish to be quoted by name. He said: refusals People who think these will interfere materially with the plans of Andrew Carnegie do not know the man. His Idea in giving money fur libraries was that be ronsidered this the best way of licttcring the conditions of humanity, and where It la found to be still the best way of furthering his alma he will continue to give library buildings. He thinks in ihla way ran best he accomplished the spreading of knowledge among the people and the development of a higher class of citizenship. I am, however, betraying no secret when 1 say that Mr. Carnegie la seriously considering oilier plans which will attain the same object through other channels. I am, of course, not at liberty to aay what these plans are, nr to indirate, exenpt in a general way, the principles whlrh underlie them. His obpert is to help others to help themselves, and under no circumstances will his gifts asiUimc the aspect of charity. He does not give to churches, as lie believe in the philosophy of the lute Herbert Spencer. If. in fact, any tnau has influenced hia plans it is that great English philosopher. Having, as far as it lies within Ills power, placed the opportunity of acquiring knowledge within the reach of the poor, his giP.s In the future will take other forms. Among oilier mbjocts which have been receiving his attention is that id founding a nucieiiK of a foml which will give ultimately a pension to ail laborers who have gotten beyond the period when they ran engage profitably in the labor to which they been have accustomed, lie has made the beginning of this grpat. work with the steel workers to whom he owes his fortune. Mr. Carnegie believes that work of this kind rannot bo justly rha; acterized as rharlty. It is good nature of common justice. $50,-00- IDAHO POSTMASTERS. rs Washington. March 12. HOW BEAUTY IN BADE Japanese town and city names are significant and interesting. Tokio means the capital of tha East. Yedo is merely "the mouth of the river. On the Nagasaki Is "Ihe long cape. maps the cape Itself on which Nagasaki Is situated Is called Nomo. The a name of the city of means the great dike or bank." Many Japanese geographical names contain the words for mountain, or river, or water, or some other natural feature, sometimes associated with adjectives of very simple significance, as great, or high, or black, or little, or strong. Mountain b yams, and la aa clement in the most familiar of Japanese geographical names, aa In the famous sacred mountain Fuzlyama, or Fujiyama,' as It Is oflener spelled on oar maps. The same element occurs ia Okayama, and in tha plural form in other place names. A vary alight atndy of plare names makes the map of Japan a live and Interesting thing, but the geographical namaa of the empire have been obscured for Engllsh-spwkln- g persons by reason of the fact that the spelling of aach names has greatly varied upon maps of English and American origin. Ia fart, place ns rasa on the popular maps at Japan are so disguised that (hs Jape themselves are often puzzled to recognise familiar towns, islands, capes sad the like. The Japs of New York, however, look for a marked increase of Interest in their country and language aa a result of the present war, and for greater care on the part of mapmakers. Oho-Sak- CMfarflaa. The beet thing that Emerson has left is kb spirit, fine and high, stern and sweet IIs took life in royal way, and bora himself toward the eternal mysteries with serene courage and dauntless hepe. His essays, which are bis most characteristic work, have their chief value not as revels lions of the moral order of Ilfs, not as discoveries of the final meauing of things, but as disclosures of his own spirit. There is la these essays an immense mnss of truth, ntterad in picturesque and memorable wards. There Is in them also an immense mass that is not true. The Emersonian hit and miss are upon very page, and side by aide with a golden and perfect sente nos one finds so nomas eccentricity. The origin of this Grange cnmpmmd of oracle and Imposition in Emerson lies in the character of his writing. Hs speaks from within, and his generalisations hit or aiisa according as his personal experience embodies a law of humanity or were Idiosyncrasy. That and so royally Emerson speaks so f for man is his great iluitinrtkm. That ha speaks so frequently for the Idiosyncratic, the Isolated and vain is bis rhirf fault.
