After the first payment of 9155.400 U made the waterworks system Is expected to support itself, pay fur all extensions and Improvements, pay the Interest on the bonds and provide a sinking fund for the payment of the bonds themselves as they fall due. The real question before the citisens Is as to what they prefer to do with the bonds. These may be left In the possession of David Eccles and his asKo.'iateu as they are at present. In that case the present Ogden Waterworks company . will remain la existence and hold these bonds as a first mortgage against the city. At present they dra.w I per cent. Interest which means an annual Interest charge of 920.000 against the city. The other plan la for the taxpayers to vote a bond Issue of 9450,04)0 at the special election September 1st. If thla course la pursued the proceeds of this bond issue will be utilised to take up this bond issue of 9400.000 from the Ogden Waterworks company and place Jt elsewhere at a lower rate of Interest, say 4 per cent, cutting the annual interest charge of the city to 919,000. If this course is pursued the Ogden Waterworks company will be disincorporated and cease to exist. The 90,000 excess over the 9400,000 will bq utilised In the Improvement of the system. It Is npt the Intention here to point out the advantages or disadvantages of municipal ownership; nor la it the intention to consider th phyacal or actual worth of the property of th company. These matters will be thoroughly discussed between now and the time for voting. The Important point at this time la to get clearly In mind the main contention and brush aside, as far as posable, all CITT Is presenting a SALT LAKE illustration these days of how not to conduct municipal business. A bond issue of 1900.000 is proposed by the city .administration, the proceeds to be used for public Improvements. Ordinarily this would be considered as a business proposition. The Question that business men would consider here would be as to whether the benefits to be derived from the money to be expended would Justify the expenditure. Not so in Balt Lake City.
