Braeman Allen waa run over by the train on which he waa woring, at Uurvo, alxty miles east of Ogden, at 10:30 oclock yesterday morning. The Irrigation Age, the recognised authority on all matters pertaining to irrigation, paya its respects to dhe to the rewho was a deL-gatcent congress held at Boise, Idaho. The Age haa the folowing Interview with Mr. J. H. Kurts, given to the editor of that paper by Mr. J. H. Kurts, of this city, while the later was a delegate to the congress: J. H. Kurts, who represents the State of Pennsylvania aa a delegate to the Fourteenth National Irrigation Congresa at Boise, as the special representative of Governor Penny-packeis a resident of Ephrata, Pennsylvania, although he haa been In Ogden, Utah, for some time, settling up the matter of the estate of his brother, Thomas J. Kurts. Mr. Kurts, who also attended the congress, as a delegate representing Utah, haring been especially appointed by Mayor Conroy, of Ogden, and the two always being together wearing badges of two such far distant states, were the subjects of Jocular comment. Mr. Kurts was one of the men who favored the taking of the next congress to Jamestown, Virginia ,and voted for this from the first to the last. As Is well known the decision was In favor of Sacramento, California. It was not because of localism that he favored a session of the congress In the east, but because he has Ideals of his own that he wlahee to put into practical effect for the reclamation of the arid lands of the west. He urged a conference and congress to be held In some of the eastern states and a near to Washington as possible, for the reason that he haa studied the quesatlnn and aeea that the reclaHe mation fund la being depleted. explained hla views in these words: If the giand plan of reclaiming the millions of acrea of the arid lands of the Rocky Mountain country la carried to a finality, money ' will have to lie raised by congress. If we hold all of the Irrigation congresses out west the bulk of the lawmakers of our national legislature will not learn of our ne ceasltlea. One congress with the ex hlblta of fruits and' grains that are raised in the west by Irrigation, held In some of the populous eastern states, would give congressmen and senator, a chance to e what' la being atl tempted, and with success, on what was once a series of deserts." Mr. Kurts has been a delegate of the State of Pennsylvania at the eleventh, twelfth, thirteenth and fourteenth congresses The first was In Ogden In 1903, where he la now Maiding, perhaps, temporarily; the next at El Paso, Texaa In 4904; the third at Portland In 1905, and this year at Boise, Idaho, believed to be the most successful In material results of any congress heretofore held. Mr. Kurts states that It la not only that the big end of the peopleV representatives In the national legislature might get better and broader Ideas of th reclamation of arid lands In the west, and of the advantages from that reclamation that would ensure to the nation, but also to present the actual conditions to the people so that they would understand the great posibllltle that exlat In this section. He aeea, by auch a congress held In some of the eastern states suggestive means of relieving the congestion of over populated communities He believes that the Inhabitants of American cities are workers. Too many localities, he urges, are over crowded and the great west needs them all. Hla Idea Is that while the irrigation congresses have been held In the cities that extend over an area aa great .or greater, than several European monarchies combined, Its operations have been more or less .localised, even In our great nation. The great argument advanced by Mr. Kur.s is that the reclamation fund is now being rapidly depletid. His remedy Is to devise, or to have "tilers devise, a means for Us repletion.' is made.
