The thirty minutes required to Increase the pressure would be the doom of your town In case of general conflagration, therefore recommend that Immediate steps be taken to secure permanent pressure of from eighty to one hun dred pounds at all hours of the day - w-e- and night. Second. Flagrant viola: Ions of building laws are being perpetrated without opposition. Your city ordinances stipulate that' no buildings with outer walls In any part of wood shall be tolerated. Yet I can point out at least four such buildings erected within the congested district during the past few months. Hence, I recommend that by proper provisions further vio latlons of this measure be prevented. The present building ordinances are altogether Inadequate. Particularly as permitting party wall of nine Inches. This ridiculously inadequate requirement, I trust, will be remedied by the revised ordinances now being printed. Third. I found a general impression strongly prevailing that the recent severe fire in your city was not properly handled. I understand that a committee of Investigation was appointed by Mayor Conroy, but that this commit tee has rendered no report. I strongly urge that the proposed Investigation be made and the results submitted. If Incompetency exists In the department It should be known and prompt action taken to remedy the weakness. If not the department should be vindicated.' Then follows the numerous recommendations made to the Civic Improvement league and to the Real Estate association some ttma ago and which were printed In full at the time. Other Matters Discussed The. association also took up the matter of the reduction of .the price of lumber. In view of the great amount of building going on at the present time, and the outrageously high price of lumber, the association will lend Its aid to the suffering consumer and has appointed a committee to take the matter up with a view to having the price reduced. Attention la called to the recommendations made by Karl Beheld re gardlng the Installation of more fire If his recommendations hydrants. were carried out It would necessitate the doubling of the present number, al though the city would not use any more water than at present.
