It la more of a problem than some people think to send the torpsdo boats from here to the Astatic station, and the difficulty of getting under way haa resulted In an Indefinite postponement of the proposed transfer of these boats to the distant station. Th boats were to have started early In April, but they are now laid up In ordinary, with no prospect of making the trip. In the first place the boats would have to he trated singly to determine without question their respective steaming radius. Then th convoy would have to convoy them on occasion, which would hsvo to be taken along the coast with the boats for the purpose of drilling the crews and acquainting the officers with the method of handling the boats.
