Officers naturally hesitate to express thmeselves officially aganst the admission of foreign officers to the American schools lest they spfiear discourteous to foreign army associates, and, person ally, the representatives who have appeared are men of attractive personality, to whom has been shown every condelicate sideration. The question Is one, but It remains of some doubt whether the best facilities in the post graduate course are appreciated in a perfectly unhampered way by the existing conditions. Pershing of the Fifteenth cavalry, who la on duty aa military attache In Japan, haa been booked for one of the briga dier generalships. He may be appointed on May SL but previous to his appointment it Is likely several officers will be appointed end retired with the rank of brigadier general. It is under stood that the president is not disposed to encourage applications from Junior officers, but in the case of Cap tain Pershing the promise of appointment was made some time ago. The president admires Pershing for his gallantry In the field, and he la the only Junior officer to be mentioned In an annual message of the president as an example of individual intrepidity.
