Growing sentiment for ending, or at least modifying, special tax privileges of the military is based primarily on evidence that compensation and lifestyle of military personnel has changed Uintah Unit bill signed Senator Jake Garn (R-U- t) says he is absolutely delighted" that the President has signed into law the bill authorizing $90,247,000 for construction of the Uintah Unit of the Central Utah water project. Senator Garn authored the Senate version of the bill that was introduced in May of 1976. His bill consequently became part of an omnibus House bill, legislation the President signed. senator Garn said his bill was necessary to correct an oversight in legislation adopted in 1968 which authorized construction of the Uintah Unit but failed to authorize necessary funds. The Presidents signing marks the end of a lengthy battle to provide the funds for this critical stage of the Central Utah. Project, said Senator Garn. Many of us in Utah have long worked to bring the Uintah Unit to fruition. It is critical to the Indians of the Ute Tribe, without whose help and patience the Central Utah Project would have died long ago. A study recently completed by the Advisory Commission for Intergovernmental Relations indicates that in fiscal year 1973, sales tax loss on military post transactions in Utah was $695,000 and that the state lost an additional $390,000 in cigarette tax. There was a further loss of potential revenue in liquor excise taxes. There was $2.2 million in total liquor sales on military posts, but no tax estimate was made, due to lack of information concerning what types of alcoholic beverages were sold and what part of total sales was in bulk (bottles) and what part in sales is clubs. Adjusting the sales tax figure for the cost of living increase and for increases in local sales tax rates since 1973, it appears that the loss of potential sales tax to Utah and its political subdivisions in the year ended June 30, 1976, was more than $1 million. Loss of excise tax revenue from cigarette and liquor sales would be in addition to this figure. . two-third- off-bas- e, at-lar- We .also plan to present the facts on the need to flouridate our water system. Akerlow of Salt Lake City has been elected chairman of the committee which is composed of representatives of the dental and medical societies, several women's groups and citizens from throughout many Utah. Known as Citizens for Good Health the committee promises a vigorous campaign to defeat the referendum which Akerlow calls "a poorly drafted and potentially dangerous proposition. We plan to campaign against this issue on two fronts. The first is that the wording of the referendum clearly intends not only to prohibit flouride but also to remove chlorine and other purifiers presently used from our drinking water. Only the most backward countries of the world do not treat their water since untreated water results in typhoid, clolera, dysentary and other major public health problems, Akerlow re-studi- ed Utah is losing close to 12 million a year in potential sales and excise taxes on retail sales on military posts which are exempt from state and local taxes, the according to Utah Foundation, it private, public service agency.
