A district meeting of the Utah Hoard of Water Kesourres will be held in iiooxevelt next Wednesday, Dec. 3, at 10 a.iii. in the Zions First National Bank Building, to disruss a recent report dealing with Utah water needs. The local meeting will include a review of projects and needs in the Green River District of Utah, comprising Duchesne, Daggett and Uintah counties. It will be chaired by David Sam, board member from this district. The Utah Hoard of Water Resources last week released the draft report on critical water issues and proposed recommendations for action. The report. The State of Utah Water-1975- , will be the subject of similar public hearings held throughout the State December 2 to 5, according to announcement by Edward 11. Southwiek, Chairman. Major recommendations of the Board of Water Resources include construction of a reservoir on the White River to develop water for oil shale and Indian irrigation, construction of a reservoir on the Lower Fremont River to supply water for agriculture and thermal power, e and support for a reservoir on the Virgin River. The Board recommends that the Revolving Construction Fund, used to finance small water development projects, be expanded by the Board of Water Resources in the report reaffirmed support for the Bonneville, Upalco, Jensen, and Uintah Units of the Central Utah Project, but recommended extensive revision of the Ute Indian Unit plans. Howard, Bureau of Land Management state director for Utah, announced that families once again may obtain BLM permits to cut pinyon or juniper Christmas trees. Designated areas in southern and eastern Utah may present problems to tree cutters. After a storm, most areas may be inaccessible. In relatively good weather, four wheel drive vehicles and chains may be needed on the bark roads. In addition, cutters often may have to hike considerable distances from any road to find a tree, so adequate clothing and equipment is necessary, the BLM state director cautioned. The Slate of Utah Water-197is the third general water planning report published by the Division of Water Resources since when the rharge was given to develop a State water plan. The report gives a brief history of the water planning program, and makes recommendations about further planning efforts. More attention should be placed on short and intermediate term planning, and on increased coordination with hwal governmental units, the report says. The Board of Water Resources has formulated State goals and objectives for and water resources development management. The Board states in the report that water should be used to expand employment opportunities, stabilize rural communities, and enhance the environment. When these goals are conflicting, the Board of Water Resources and the State Engineer must act within their authority to determine where the public interest lies. The report says that more state money will have to be spent on water development if shortages are to be avoided. Less and less Federal money is being spent on irrigation projects, the report states.
