That article ia reprinted below. What John Manning handed his boas wasn't an ordinary, run oi the mill request for 90 days leave of absence. On the line marked "reason" John had written "To something brief and unique: represent Dawson County at the 1966 session of Montana state legislature." John's boss, looking over the form to make sure everything was in order, signed his approval. A few days later John said good-b- v to his family at GIcndive, Montana home, then drove 460 miles west to Helena and the state capitol. In Helena, John changed from an engineer's assistant at Shell's production operations in eastern Montana, to a freshman state representative. "Normally you sit and be very quiet when you're a freshman legislator, says John, "but ours was a legislature and there were 44 freshmen members; about John Manning Uintah Basin Septic Tank Alio Fresh Water Tanks If there had been only a few freshmen representatives John would have probably referendum held to change the board form appointed to elected members. John ran, was elected, and at the first meeting discovered that the other new board members were just as ignorant about how to run the Dawson County schools as he was. Five minutes after the meeting started John was elected chairman of the board and was informed that a few problems had emerged form the million dollar addition to the high school. He was 29 years old. John remained chairman of the board for five vears. during which time he changed it from a group of men and woman ignorant of school board functions to an organized with the expertise to develope outstanding academic programs and facilities including the construction of a junior college building. In 1966 when the Montana legislature was Dawson County gained another representative. John ran for the post and was elected with few problems. During the first few days of the new legislature John, because of his in school .affairs, was background appointed to the Education Committee and the Health. Education and Welfare Committee. "My school board work had made me quite knowledgeable on school laws and In most school financing." says John. states, including Montana, about 40 percent of the state budget goes to the schools, and it's exciting to work with this kind of background. Our committees tried to squeeze as much worth out of our state educational funds as we could get." John worked dilligently on the committees, providing recomendations and amendments to improve education bills. His work was rewarded when the Montana Press Association named him freshmen one of six outstanding legislators for the year. Two of those six ran agianst each other in the last Montana gubernatorial race. John served as a representative during one session of the legislature, then was transferred to Enid. Oklahoma on August 1, 1968. In Enid he joined the local chapter of the American Petroleum Institute (API) and became an active member. 800 Mid, John settled in Duchesne, and stayed out of community affairs for a few years. But his urge to get involved couldn't be subdued. Lacking an API Chapter in the area, John decided to start one. He obtained the necessary information from the API, then compiled a list of all the oil field service companies in the area. "The problem with getting speakers is the lead time involved. " says John. They have also held a Christmas oartv and this summer they will hold a golf tournament. John received approval to start the first API womens auxilliary chapter. Says John, "It may be more successful than our regualr chapter. They will have the same basic purpose as ours, and they will be helping ns with special projects like manning bombs at the county fairs." Starting June 3 in Duchesne, and June 4 in Altamont, the Deseret Federal Mobile Savings Center will be providing complete savings and loan services at these two new convenient locations. Mayors Dale Workman of Duchesne and Grant Monson of Altamont as well as other distinguished local leaders have been invited to join with executives of Deseret Federal and Branch Manager Kerry Olsen in the ribbon cutting ceremonies. Ceremonies will be held at 10 a.m. Tuesday in Duchesne and Wednesday in Altamont. A four week Grand Opening Celebration will follow with free gifts and refreshments for all, as well as a chance to win one of the seventeen prizes in the Grand Opening Drawing. Branch Manager of these two locations will be Kerry Olsen. Mr. Olsen is also manager of Deseret Federal's Roosevelt office. The Mobile Savings Center is equipped to offer complete savings and loan services including all types of savings accounts with the highest allowable daily interest, accounts insured to $40,000 by a permanent agency of the federal govermnment, mortgage loans, home improvement loans and mobile home loans. Deseret Federal will also offer notary service, money orders, travelers checks and the Deseret Federal Savers Club. The opening of these two locations brings the total to four Deseret Federal offices serving residents in the Uintah Basin. The innovation of the Mobile Savings Center has proven invaluable in reaching people formely unable to have convenient savings and loan services.
