The caption above the disnatch read: (Liberty Lobby News Service) Does our government have a secret deal with Soviets behind the backs of our official allies? And where does that leave the North Atlantic Treaty Organization (NATO), which is supposed to be the pillar of our defense and security arrangements? Those disturbing questions are prompted by the publication of a sensational book in Germany . . . and the reluctance of "information" officers at the U. S. Embassy in Bonn either to confirm or deny allegations in the new best seller. Talk of an "iceberg of Soviet-America- KISSINGER WARNED TIME AGO THAT SOME THERE WAS ONLY ONE POINT OF AGREEMENT BETWEEN THE U. S. A. AND THE SOVIETS: THE NEED TO KEEP GERMANY DIVIDED. Hatch Time For A Tax Cut The chief problem confronting our economy is its unrealized potential , slow growth, underinvest- ment, unused capacity and persistent unemployment. The result is lagging wage, salary and profit income, e smalt pay, intake-hom- sufficient productivity gains, inadequate federal revenues, and persistent budget deficits. One recession has followed another, with each period of recovery and expansion fading out earlier than the last. To survive these conditions and to function effectively at the same time against a determined enemy, it is mandatory that the individual soldier be in top physical inborn condition, with a long-terstamina that will not wane after long gruelling hours of trudging toward the objective. It is the kind of strength that keeps the soldier fit to fight after he reaches the enemy, regardless of the obstacles he must overcome before contacting him. Many economists are getting on the "band wagon, advocating a permanent tax cut. Why? Because a permanent tax cut would stimulate economic growth increased through real producproduction tion to create jobs needed to reduce unemployment, to raise the overall standard of living, to enlarge the tax base enough to eliminate deficits in the federal budget and to fight inflation. A permanent tax cut stimulates economic growth and production by providing capital for investment, either directly or through savings institu- tions. Within the last few weeks President Carter has begun to signal that he might ask Congress for a tax cut of around $22 billion in early 1978. Noticeably absent from the Presidents "trial balloons is any mention of a tax cut for the middle income family which sup- ports the government. The President suggests of the $22 billion should go to business two-thir- ds which is in critical need of tax reform the other third to low income families. President Carter may be getting the picture. A tax cut is needed but not a preferential tax to aid some while discriminating against and penalyzing others. An across-the-boar- d tax cut is needed for every American, whether businessman, laborer or farmer. Increased taxation, without relief, can only lead to a time when there will be nothing left to take. Taxes and inflation will have taken all there is.
