Kershner Full-time-Disabi- lity Pensioners Increase Alarmingly According to Warren T. Brookes, writing in the Boston Herald American, the federal government is spending over $32 billion this year on disability pensions for persons under the age of 65. That is 1,500 percent more than it was just 17 years ago. Apparently, Americans are being encouraged to accept permanent disability pensions as an economically advantageous way of life. Further, according to the Office of Management and Budget, the number of disabled federal employes has risen over 43 percent in the last three years. Reports indicate that a surprising number of these recipients are not really disabled that they are using such loosely defined arguments as stress, anxiety, pressure, mental tension as a means of transferring from a working status to the pension roles. The federal governe ment pays its employees 75 percent of their salary on disability pensions. One drawing $25,000 per year would retire on a e dollars. Many of disability pension of $18,750 these people are receiving a larger net income at home than they would earn at work. It is small wonder that in many federal agencies the rate of disability has more than tripled in the last three years, with many departments now reporting as high as e 15 to 20 percent of their total staff living on disability pensions. This year there are over 360,000 federal civilian employees living on disability pensions, over 12 percent of total federal work force. During the 17 years, 1960 to 1978 (estimated) the nations Social Security disability pensioners rose 902 percent, while the payments to these beneficiaries rose 1,965 percent. The number of pensioners has grown during the last 18 budget years more than 45 times as fast as the population. The total cost of Social Securitys disability pensions has increased more than three times as fast as total Social Security retirement payments. It cost $600 million in 1960 to maintain 500,000 Social Security disability beneficiaries. In 1978 it is estimated that it will cost $12.3 billion to maintain five million Social Security disability beneficiaries. It seems that for a rapidly growing number of Americans, disability has become a rational economic choice. This puts greater stress, anxiety, pressure and mental tension on the number of Americans still working. Unless something is done, they will gradually transfer into the class that will live better on a larger net income as pensioners than formerly as workers. But who will pay full-tim- The Editor.
