The right idea for a sound energy plan is to encourage our producers of coal, gas, oil and other resources to get out and get busy and produce our needed resources so we can meet our objec-tiv- e of becoming energy-independe- nt by 1985. When we national burden a energy plan with all sorts of extras like gasoline taxes, automobile taxes, crude oil taxes, price controls, and electric utility rate reforms, as the bill presently stands, and then take those taxes and use them for social security programs or rebates to the public, or more food stamps, or whatever else the revenue is needed for, we have missed the point of an overall energy plan. There is one redeeming point about the plan, however, where the tax incentive is aimed in the right direction; and that is that the tax credit is extended to individuals who conserve energy by improving their furnace systems, by installing stronger glass in their windows, or by thoroughly insulating their homes. The bill also provides fora solar conversion credit, which means that if homes convert their energy source to solar instead of gas and oil, there will be some additional tax credits. However, as simple a solution as this sounds, it is not that easy to shift to. solar energy use from gas and oil systems. Since solar heating today can only provide up to 60 of our energy needs, we will still need to have a gas or some other type of furnace to supplement our solar heating. But this would still allow us the proper perspective in our energy outlook. And as we begin more experimentation and development into solar resources and their full capacity for of our energy providing 100 needs, then we can begin to solve our problems without relying on gas and oil. It was appalling to me to discover that in 1972 we were spending $5 billion dollars a year to OPEC countries to purchase gas and oil from them. And jt is even more shocking to realize that today we are spending $45 billion a year. This money is going to the Middle East and parts of Africa to pay them for their oil and gas production, to keep their workers employed, and to increase their gross national product. So it is not only the development of our valuable resources that is arrested; our citizens arc also being deprived of the economic stimulus that production and research supply. Ferguson CARTERS ANSWER TO EVERYTHING: MORE TAXES In the early forties a young flier named Corrigan was denied permission by the government to fly his airplane solo from the U.S; east coast to England. Undaunted, he filed a flight plan to return to California, filled his aircrafts fuel tanks to the brim and took off. Shortly after takeoff, he was reported lost because he did not check in by radio over his scheduled checkpoints enroute to his intended or supposed destination. Several hours later, however, he did land safely but not in California. He landed in England. Subsequent to this stunt, he was dubbed, Wrong Way Corrigan, a sobriquet that stuck with him the rest of his life. To the general public, it was amazing that a flier could take off for California and land safely in England. But to experienced fliers, the answer was very clear: Corrigan landed in England because he planned to. President Carters proposals to solve the nations energy problems reminds many of us of Wrong Way Corrigan. Carter is taking us in the wrong direction. His programs arent solving problems, they are creating more and bigger ones. singfe-engi- well-deserv- ne ed CARTERS DOLLAR-A-GALLOGASOLINE U.S. Transportation Secretary Brock Adams said recently that a price of $1 per gallon is imminent if proposed eneigy taxes are imposed and costs of imported fuels go up. If Carter has his way, energy taxes will he imposed, and the cost of not only energy but nearly everything else will take a drastic jump. Our standard of N living is geared directly to the availability and cost of energy. An increase in the cost of energy will affect not only the cost of travel and heating our homes but practically everything else. Our food is produced by energy. An increase in the price of fuel will automatically increase the cost of food. The same is true with lumber, clothing, and practically everything else. In fact, trying to think of many items that will not be affected is difficult. So, if fuel costs increase, the cost of practically everything else is going to increase. Many industries will not be able to produce their product with such higher fuel costs. This will result in much higher unemployment. HOW IT WILL AFFECT AVERAGE AMERICANS Just look at it this way four years ago, before the energy crisis, the average American worker could purchase roughly 10 gallons of gas with his pay (after tax deductions) for one hours work. Now, even with salary increases, he can purchase only about 6.5 gallons. The cost of energy has increased far more than his increase in salary. Not only that but he has been shoved into a higher tax bracket by inflation, so now he must pay a higher percentage in taxes to buy the same amount of gasoline. There is no doubt that the energy problem is contributing heavily to the budget crisis all of us are facing. CARTER ON THE WRONG TRACK In all of his fumbling around on the energy issue, Carter never gets at the real cause of the problem excessive federal controls which prevent the production of energy. It really makes us wonder whether Carter really wants to solve the energy problem or just bring us closer to a completely federal government dominated economy. With all the controls he is proposing, he will surely need a Federal Bureau of Energy to impose even more controls on the production, distribution and use of energy. That, of course, would bring us another big step closer to a dictatorship. If we were to arrive at such a state, would it be by accident, or could we think that James Carter has been taking lessons from Wrong Way Corrigan? |
