Ralph Dungan, who had been U.S. , Ambassador to Chile, had close associations with leftists while in this post. This led him to make pro-le- ft political his statements inconsistent with diplomatic status. As a result, Chilean Senator Pedro Ibanez, attacked who was strongly Dungan in vigorous language on the floor of the Chilean Senate and stated that Dungan had no right to interfere in the internal affairs of Chile. strong advocate of trade with Communist countries. After leaving the State Department, he became president of the International Investment Corporation for Yugoslavia which maintains its headquarters in London, England. According to Solomon, this organization was designed to promote and help finance the entry of private capitalist investment into a Marxist economy, namely Yugoslavia; to organize and finance only joint ventures between private Western d companies and the Yugoslav Blumenthal lived in Shanghai from the age of 13 to age 21 . According to the New York Times (Dec. 15, 1976), Blumenthal told a journalist for that paper that while in Shanghai he worked cleaning laboratory equipment for a dollar a week and recalled buying food by the ounce. He supposedly lived in absolute poverty and when he arrived in San Francisco in 1947, his first job was as billing clerk with the National Biscuit Company at $34 a week. However, according to his official biography in the State Department Biographic Register for the year 1964, Blumenthal states he was employed as a supervisor by the War Department in China from 1945-194This would have been when he was 19 to 21 years old, and is in contradiction to information he supplied journalists in connection with his background in Shanghai. The State Department records also indicate that he was a fellow of the Social Science Research Council, (1953-54- ), which had a history of making leftwing appointments and grants. Anthony Morton Solomon was bom in Kearny, N.J., December 27, 1919, and graduated from the University of Chicago in 1941. As was the case with Blumenthal, he apparently had good connections because at the age of 22, just recently out of college, he was given the job of spending millions of dollars in lend lease funds in Iran, mostly for the benefit of the Soviet Union. Solomon continued his education in 1946 at Harvard and by 1948 obtained two more degrees. After some time in private employment in Latin America, he came back to the government in 1963 as a consultant to the chairman for the Agency for International Development (AID) mission to Bolivia. He obtained a security clearance by being appointed consultant to President Kennedy and in November of 1963 was appointed Deputy Assistant Secretary of State. On March 2, 1967 Solomon, then Assistant Secretary of State for Economic addressed a Chicago Affairs, Automobile Trade Show luncheon on the subject of why the United States should expand peaceful trade with Communist countries in Eastern Europe. He told the businessmen, We believe there is a compelling case on the broadest political grounds and the narrowest grounds of economic st to expand peaceful trade with Communist Europe. He pointed out that the Secretaries of State, Defense and Commerce had joined in a statement which read in part: Your Government regards commerce in peaceful goods with the countries of Eastern Europe, including the Soviet Union, as completely compatible with our national interest. No American business enterprise should be penalized for purchasing or selling such goods. In fact, any individuals or groups that seek to intimidate, boycott, blacklist, use or threaten economic reprisals against such American enterprises for carrying on lawful trade with Eastern European countries act harmfully and irresponsibly. To yield to such groups is to encourage capricious interference with the vital processes of our Constitutional Government. pro-Americ- an, 7. The Washington Post of December 15, 1976 stated, in an article by Hobart Rowen, that a colleague who worked with Blumenthal during his years as a trade negotiator under Presidents Kennedy and Johnson stated: Mike is very smart. Hes a wheeler-deale- r, an operator. He may be the craftiest man I ever met. Next to him, Kissinger is a shrinking violet. The article went on to say that Blumenthal kept the family alive after the Japanese occupied Shanghai in 1941 by working odd jobs' and it was not until 1947, two years after the war, that he was able to wrangle a U.S. visa from the consulate in Shanghai. Thus, 21 years old and without a high school education, Blumenthal finally arrived in the land of opportunity, reportedly with $60 in his pocket. Had he been working as a supervisor for the U.S. Army as State Department records show, he hardly would have been considered to be working at odd jobs nor would he have had to wangle a U.S. visa. According to the New York Daily News of December 15, 1976, former Secretary of the Treasury William E. Simon described his successor, Blumenthal, as a who is not well liked by the conservative business community. The newspaper noted that on confirmation, Blumenthal would be giving up a job which paid him $500,000 a year plus other financial benefits for a $62,500-a-yecabinet post. One might wonder why; but then power is more important than money. On the recommendation of Blumenthal, Presileft-wing- er ar dent Carter named Anthony M. Solomon as Under Secretary of the Treasury for Monetary Affairs. Solomons post includes responsibility for both international monetary policy and for management of the national debt. Michael Blumenthal as Secretary of the Treasury indicates just how far left our government is moving. Werner Michael Blumenthal was bom in Germany on January 3, 1926, the son of Ewald Blumenthal and Rose Valerie Marks. He was educated at the University of California at Berkeley (BS 1951), then went to Princeton where he obtained two masters degrees in 1953 and a Ph.D. in 1956. He was married on September 8, 1951 to Margaret Eileen Polley. Blumenthal became an American citizen in 1952, having come to the United States in 1947 from Shanghai, China. His employment record shows he was a research associate at Princeton University from 1954 to 1957, a labor arbitrator for the State of New Jersey from 1955 to 1957, vice president and director of Crown Cork International Corp. from 1957 to 1961 (and also was director of their overseas affiliated companies). He became a Deputy Assistant Secretary of State for Economic Affairs in 1961 and was appointed the Presidents Deputy Special Representative for Trade Negotiations with the rank of Ambassador (1963-67- ). Following this he went with Bendix International as President and remained with Bendix until his appointment as Secretary of the Treasury, his last position being that of chairman of the board, president and executive officer. According to Time Magazine (Dec. 27, 1976) Blumenthals formative years were spent in Nazi Germany and then Imperial Japan; his parents were Jews while he was baptized a Presbyterian. His father, who owned a womans clothing shop, was hauled to Buchenwald in 1938 and was released after the family leave to the agreed country. They booked passage to Shanghai and in his teens, the article said, Blumenthal became a streetwise Shanghai kid. He obtained a U.S. visa in 1947 and settled in San Francisco. To put himself through the University of California at Berkeley, he worked as a janitor, a movie ticket taker, a stage hand, and casino shill. Newsweek of December 27, 1976 gives the following account. Blumenthal escaped Nazi Germany as a boy of thirteen with his family, sailed to Shanghai and grew up among searing images: Chinese slums, neighbors groveling for food, opium nodders and slinky demimonde hoods. According to Newsweek, his original patrons in the New Frontier (Kennedy Administration) were Ralph Dungan and Under Secretary of State George Ball. The article noted that Blumenthal owns 30,000 shares of Bendix stock, with options on another 23,000 shares, bringing his assets to $2.5 million; and that Bendix will pay him $30,000 a year for the rest of his life. Ralph A. Dungan and Adam Yarmolinsky were key recruiters for the Kennedy Administration. According to informed sources, Dungan is the individual who introduced Blumenthal to then Under Secretary George Ball, and as a result Blumenthal became a State Department employee. On March 5, 1964, the foreign-languanewspaper in New York Vaba Eesti Stona (Free Estonia Word) reported that Ralph Dungan and Edwin Martin had been named by a defector as being connected with Soviet Intelligence. Our intelligence services had previously reported that Ralph Dungan was a serious security risk and this was known at the time President A worker-dominate- enterprises. self-intere- Blumenthal is a member of the Commission on United States - Latin American Relations, a private panel which recently issued a report calling on the United States to relinquish sovereignty over the Panama Canal and to begin norrelations with Communist Cuba. malizing Blumenthal is also a founding member of The Initiative Committee for National Economic Planning, an organization formed early in 1976 to promote socialistic legislation. (Part 1, pp. ). Testimony showed that Sharpe was president of Crosscurrents Press, Inc. and several other publishing firms which did work for the Soviet Union and the Soviet Embassy in Washington, D.C. in translating, publishing, and distributing Communist propaganda. The Soviets reportedly paid one of Sharpes firms alone (Crosscurrents Press) a quarter million dollars for his books. Questioned by the congressional committee members, Sharpe repeatedly took the Fifth Amendment regarding his Communist Party activities and his dealings with the Soviet Union. The organization maintains field station units in a number of universities from coast to coast under the direction of a national office field staff and offers a variety of services for promoting better understanding with Communist China. Included in their program are a speakers bureau, conference planning, tape loans, film guides', and various publications.
