An enemy who controlled the oceans of the world would control us as well, all fond hopes for a new isolationism to the contrary notwithstanding. When we think of our military power relative to that of the Soviet Union, we on concentrate usually nuclear weapons. Yet the Soviet ground and sea forces are as ominous a threat as their arsenal of missiles. Admiral John S. McCain, Jr., USN (ret.) appeared on a recent Manion Forum radio program to discuss the Soviet threat of the Navy. The Admiral, who served 46 years in the U.S. Navy, was on all of our important battle fronts in every part of the world. He became Commander in Chief of our Pacific fighting forces in 1968. Here are some of the things he told his radio audience: The grave problem that the United States is faded with today is generated by the attitude and the actions of Soviet Russia throughout the world. There isnt any question but that Moscow has worldwide ambitions. This is exemplified by the fact that she has a large army and a large air force. More importantly, she is building a tremendous navy. The foundations of this navy that she is building is submarines. The United States is primarily and fundamentally a maritime nation. It unless cannot exist can merchant freighters get into the various ports on the east and west coasts of the country with the raw materials necessary to keep the industrial might of this . : f nation going. Thus, my concern is the interest that Russia is now showing in the oceans by building a navy that will enable her to get to many places that were heretofore denied to her. At the same time, we have less ships in the United States Navy today than we had in 1939 when 1 was a Lieutenant and acquired my a of command first submarine. Russia is basically a d nation. She is in the process of changing that particular facet of her on that existence big mass land she that European now occupies. One of the most effective methods by which she can do that is by going to sea - and she is doing that. land-locke- Russia now has India which affiliations with access the her to gives Indian Ocean bordering on the eastern coast of Africa. This fact concerns the Free Nations of the world. of The significance Africa resides in the fact that it is a vast storehouse of raw materials of every nature, kind and quantity that you can think of - all the way from the Cape of the to Good Hope Russia Sea. In Somalia, at Berbera, Russia has built a large base from which she can project missile power, land power, and, more importantly, sea power, down the eastern coast of Africa bordering on the Indian Ocean and givine direct access to that ocean. I do believe that the United was States going into premature Africa in an effort to pursue a policy called majority rule. This can lead to grave consequences in the very immediate future because of racial characteristics the that one encounters all the from South Africa way in through Rhodesia, Mozambique, Nigeria and all the way .north to the Mediterranean Sea. I was given a copy of the proposed charter by Commissioner William E. Dunn so that I can review and comment on it. My comments should be in Commissioner Dunns hands by Monday morning, April , if possible, and no later than Bv 1 in Russia and other Communist countries, I was told that had the United States recognised the Nagy government, and offered the help of a few planes or tanks, other rebellions would have broken out all over the Communist empire that would have swept the evil away. However, we refused to give any encouragement to these bold fighters who drove the Russians out of their country and maintained their independence for a few days. The policy of appeasement prevailed, and we may have lost our last opportunity to overthrow a vicious totalitarian tyranny that is aiming to destroy freedom everywhere in the world, including our own country. The policy of appeasement has been a catastrophic failure. Whether we can recover our strength and reassert our independence and leadership of a free world that will triumph over communism is not certain but that we make the effort with all the strength and determination at our command is the fervent hope and prayer of every patriot. Closely akin to the policy of detente, is the silly concept that the United States cannot be trusted to have a monopoly of nuclear weapons, but that such weapons must be shared with other countries. The same circles that insist on detente are backing this newer, similar policy. One of their phrases reads, we cannot be trusted with this awesome power. What kind of an American would say that Russia or China or any other country has more honor, better judgement, or is more trustworthy than our own country? (Perhaps our country is less trustworthy than it was before we abandoned God, deserted our churches, stopped teaching anything resembling morals in our public schools, and succumbed to the lure of the humanist lie called socialism.) At any rate, I believe our country can be trusted more than any other, and that we- were tragically foolish to give up our monopoly on the atom bomb, and to start widely diffusing information concerning how to make it to various countries throughout the world. This is why we could not and did not help the Hungarians in the brief hour of their triumph, and by so doing, put an end to the communist pestilence that stalks the world. 1 Wednesday morning, April 13. - ISSUES ORIENTED REVIEW intent in making the review to do so on an issues oriented bases.
