Bartell WASHINGTON, D.C., (Liberty Lobby News Service) Almost everyone in the nation has now been apprised of the misbehavior of Congressman Wayne Hays, who on the floor of the House of admitted Representatives he had engaged in an affair with a staff member. The Justice Department is investigating, and Mr. Hays is right in remarking that it must be one of the fastest investigations in history for immediately after the story appeared in one of the Washington dailies, the FBI was around interviewing staff members and witnesses. The House Ethics Com- mittee is also reportedly looking into the sordid business, but there is some question as to whether they will continue inasmuch as another government agency is already investigating. The Committee is even now weighing the evidence presented to it by Common Cause involving Rep. Robert Common Cause, working up a great of lather indignation, a brought conflict of interest charge against Sikes, who, as chairman of an apSikes (D-Fla- .). propriations subcommittee, is responsible for the expenditure of millions of dollars in military construction projects. Sikes has been a congressman of some note, with a long and distinguished career, who in his 18 terms has fought against giveaway foreign aid, executive level pay inschool creases, busing, out New York City bailing and common site picketing. So you see, he isn't all bad. What he did do, according to Common Cause, was buy stock some in Fairchild Industries, a major defense violate then contractor, House rules by voting for a bill that funded a $73 million contract for Fairchild. There were a couple of other charges by Common Cause, but the publicity indicated that Common Cause had brightened its image as a citizen's lobby fighting for the common man against an entrenched and dangerous enemy. You may remember that Common Cause, with all its Rockefeller has money, never addressed itself to the privately controlled Federal Reserve System, or the Council on Foreign Relations, or tax exempt foundations, from which they received their original funding, the welfare fraud rampant in this country, or the tax system, or inflation or food stamps, etc. No, they concentrated on the "really like issues, important" ownSikess Representative ing a minor $8500 worth of Fairchild Industries stock which he apparently failed to include in a required annual financial report filed with the House. He is therefore taking valuable time from his congressional duties in order to answer frivolous charges from an outfit which deals in frivolous charges. The Hays case is something else. It will be interesting to see if the Ethics Committee investigates Wayne Hays, who, almost scuttled the congressional investigations of foundations back in 1958.
