Price would logically be the County Seat of the three consolidated counties. cases of consolidation of government functions, efficiency and economy have been the victims of higher cost. A report done by Law Enforcement Assistance Administration (LEAA), a regional government arm of a National police force, for Jacksonville-Duv- al ' County, Floridas Sheriff shows that costs of police rose tremendously after consolidation. To make the measurement fair, the LEAA showed the cost increase in both current and constant dollars. Likewise, when Las Vegas-Qar- k County police consolidated about two and one&half years ago the costs of police increased by 50 after just 18 months of consolidation. This was reported in a Salt Lake City newspaper at the time results of a cost study on Las Vegas-Clar- k were made public. CONSOLIDATION OF COUNTIES Earlier in this article I have indicated that Metrocrats would like to see consolidations carried level. Is beyond the this merely conjecture on my part? Not at all! In County Reform, a paperback book published by city-coun- ty Ad-viso- ry on Commission Relations Intergovernmental (ACIR) and given the number M-- 6 1 , you can find on page 29 a model (mail-orde- r) law entitled State - WHAT YOU CAN DO If you live in Grand County but not in Moab, see the list of County officers and suggestions given on page 2 of The Utah Independent for February .26. ALL LOSE, NONE GAIN As wage rates rise, the employees get more and more dollars for an 'hours work, but employees dont get rich because what they are paid comes out of the prices their employers must charge for the work done or the services rendered, and so prices rise too. In a way it balances out. Employees get more dollars in their pay checks, but then they have to pay out more dollars for what they buy' But it doesnt balance out at all for those who dont get more pay, but who still have to pay the higher prices for what they buy. In other words, nobody wins but everybody loses. The complaints from the unionists who got the biggest increases proves this, because everybody else comes out even worse off than do they. . JOE H. FERGUSON pre-scho- ol SALTER SAYS: Heaven save tax-suppor- ted us from the With Conservatives!! the tax-support- conservatives working for us, we sure dont need any enemies. I took a poll on my radio show as to party affiliation of the listeners. The results are as follows: 30 Democrats 30 Republicans - 17 Independents The other : percentage was divided between five minority parties, four of them conservative. Now as anyone can see, with four different conservative groups it would be fighting for 23 divided. And no one group could possibly win an election. However, if they worked together and dug into the Independent vote, they might even win. But do you think you could get these knit pickers together? Not a chance! Too many of them are only interested in themselves, the country be damned. They are positively filled with pious verbage and some of them are convinced they- have been personally chosen by the Lord to charge in on their white horse and save our land. Some are only too ready to accept credit for jobs done by others. I guess Ive met them all at one time or another. ' These people are just like the politicians in the two major parties. Not a statesman in the bunch. Save the country? Dont make me These politicians would laugh. throw a drowning man an anchor if. he shouted for a rope. They are not winning and are not ever going to win until they put personal aside and settle for a half loaf instead of an empty promise of a whole loaf. Im not going to hold my breath, though, because I dont believe theyhave the brains or intestinal fortitude to get together and forget their petty differences. So, as another election passes, our sacred Constitution and last bastion of freedom sinks ever deeper into a morass from which it can never rise again. Heaven save us from the Conservatives. - agran-dizeme- nt m t AMERICA POWERED BY FREE PRIVATE ECONOMY Continued from page 3 eveiy American is that we must stop Communist aggression before we, too, become its victim. THE PLACE TO START-RIG- HT HERE If we want to stop communist advances, the place to start is right here in the U.S.A. For years, our billions spent in foreign aid have gone not to stop the spread of communism but to Finance it. For instance, right at this moment millions of our tax monies are going every year to the Soviet Union; The pretense is that these proffers of dollars will serve to buy Soviet friendship. History has proven this to be to the contrary. Our foreign aid to the Communists has brought only more contempt and hatred on their part toward us and more determination to continue in their objective of world domination. This is election year, fellow Americans. Time to evaluate the voting record of each and every U.S. if Representative and Senator and time to replace-thetheir record is not in complete support of freedom and against Communism. supported in any way are unconstitutional and ungodly. The Child and Family Services Act of 1975 is,, therefore, unconstitutional. Since the it won't invade the politicians say home and take children into government schools, you can expect it to do exactly what they say it wont do. KEEP PROTESTING!! Many have asked me how we can correct such abuses in our schools. The answer is that we cannot correct abuses in our schools. We must recognize that schooling on is level unconstitutional and any that this type of schooling must be abandoned. The steps necessary to accomplish this end would go The free enterprise private economy is best at producing the most of what is needed at costs less than the worth of what is produced, because it rewards with profits those who do it best, and as a result everyone gets more at lower cost. Under socialism Larry Wilcox CONSTITUTIONAL vs UNCONSTITUTIONAL SCHOOLS Experience has taught me one thing regarding the great majority of our politicians. The safest way to deal with them is to listen to what they have to say and expect the exact opposite to be true. You can think of hundreds of examples to prove this point so I will cite just one. federal aid to the schools was sold with the claim that local control would be maintained even though the money was funnelled from the taxpayer through our servants in Washington and back to the schools. Today our propaganda system is largely controlled through our. federal bureaucracy. If you dont believe so. take the trouble to talk to a few school principals. Recently, many, people in Utah and I hope elsewhere have learned about the Child and Family Services Act of 1975, S626 and HR2966. More and more complaints are making their way to the funny city on the Potomic objecting to this bill. A casual skimming will show that this bill opens the door to control of another segment of children by the bureaucrats in Washington. The politicians claim they only want to help the disadvantaged child whose mother must go to work. We must permit the parents who have already paid for the schools to set up corporations and assume, through the issuance of corporate stock, ownership and control of the schools. 3. Schools must be run as private corporations and must be funded through the sale of stock, tuition . and voluntary donations. 4. The people who own each schools must decide on . the curriculum and the curriculum should be sold as any other product is sold. With this method parents and students could choose the school which provided the course of study which they desired to . pursue. Variety in curriculums would take care of individual free-enterpri- se - differences. Certainly some adjustments would take time. but eventually we would have private, schools run as businesses. Those who had no need for schools would not be forced to pay for those who went to school. Funds would come from three sources just as they do free-enterpri- se in private schools today. Anyone who wanted to could invest in a school. private, profit-makiTuition would be paid by those who attended. Those who needed help would be funded by voluntary donations. This type of school would be constitutional. However, we must recognize that schools would be different. Some would teach would not. Some some religion, would teach Christianity, some would not. There would be a considerable variety when it came to courses of study, but the greatest advantage would be that those who purchased the schooling would be the ones who decided what was to be studied. If a school set up a course which nobody wanted, that school.would go out of business or change the curriculum to what could be sold. ng unpunished takes away something from the security of every mans life. what -- Daniel Webster government produces inevitably costs more than it is worth, but the losses are hidden in the taxes the citizens must pay, and often production of whats needed must be reduced lest the losses become overwhelming, so the people get less at higher cost. No wonder the socialist Soviets are always so short on food and other goods, while free private enterprise America has been able, when left free to function, to produce surplusses.
