McClure, NCEE The National WHEREAS, for Educational Lets talk academic curriculum innovators in the development of particular curriculum programs and teaching methodologies for use in elementary and secondary schools nationwide, and spending further taxpayer dollars to promote and of these market acceptance curriculum products and teaching schools by methodologies throughout the nation; WHEREAS, this Federal involvement in the development and promotion of curriculum pre-colle- ge teacher content, training, and methodology has given rise to a small academic network of career curriculum innovators and educators who are developing a uniform national curriculum in the teaching of the social sciences and all school subjects nationwide for the purpose of using school classrooms as a vehicle for social and political activism and change unrepresentative of the needs and desires of the vast majority of students, parents, and teachers; WHEREAS, any movement towards a government-sponsore- d and subsidized uniform national curriculum in any curriculum area is a dangerous and totally unacceptable threat to the social, moral, religious, political, economic, and freedoms of all educational citizens; WHEREAS, this dangerous threat to local diversity and autonomy in education was wisely last year by the recognized Congress when it eliminated all National Science Foundation funds for the promotion and of marketing pre-colle- ge programs in Fiscal Year 1976; therefore, be it curriculum that the RESOLVED, National Congress for Educational rejects all and use of Excellence strongly Federal involvement dollars taxpayer in the and development, promotion marketing of elementary and school curriculum secondary programs, teaching methodologies, and training; and further be it teacher that the RESOLVED, National Congress for Educational Excellence parents and groups affiliated its nationwide strongly urge the President and Congress of the United States to immediately stop and prohibit all further Federal involvement and funding for the development, promotion, and marketing of elementary and secondary school curriculum programs, teaching and teacher methodologies, training; and be it further that this be resolution transmitted to the Congressional Committees with jurisdiction over the National Science ' Foundations budget authorization and appropriations, as well as to the Committees with similar jurisdiction overall Federal agencies involved in the development, promotion, and marketing of curriculum programs and associated activities, all individual members of Congress, the President of the United States, the Director of the National Science RESOLVED, Foundation number one military power. Yet repeatedly violated SALT-- I. we continue to run, headstrong, into SALT-- I I all in the name of detente. We have only to look at the 1972 ABM treaty, the 1972 interim agreement, and the 1974 Vladivostok accords. With each of these agreements we are having problems with enforcement, but the real mistake was made in rushing to obtain the accords in the first place. Recently I authored a letter to President Ford asking that we slow down in our quest for an arms limitation agreement. Fifteen of my colleagues in the Senate joined me in signing this letter. Now we will go to the White House and make our case face to face. I would hope that President Ford will see the light and strive for a good, solid arms limitation agreement with the Soviet Union. Lets not rush to agree for the sake fo the agreement. The terms of any treaty must be clearly understood by all parties so that violations can be quickly identified and corrected, and there can be no secret agreements. The National Committee for an Effective Congress boasts that it was the outfit that got Senator McCarthy. The N.C.E.C. is interested in silencing any and every voice in the Congress. And, in keeping with the internationalist orientation of its big contributors, N.C.E.C. does tend to concentrate on control of the Senate. This lobbys own promotional literature brazenly lists 20 members of the United States Senate as under its influence. The actual list is probably a good deal longer. The latest U.S. intelligence estimates from Africa indicate that the Soviet directed Cuban expeditionary force is now being prepared to support new military operations against mineral-ric- h Rhodesia and South-We- st Africa (Namibia), the disputed territory bordering Angola and now under control of South Africa. For the past six weeks, large of Soviet military amounts equipment has been airlifted to Angola, Zamia, and Mozambique for use against these two nations. Sean McBride, the United Nations Commissioner for the contested South West Africa, is already forecasting that African nationalist forces would soon invade the two countries and that the Moscow-directe- d Cuban forces would join in the assault. In light of these developments, the Kissinger warning is taken by insiders as an old diplomatic trick used by a government that wants to appear like it is taking a strong stand while in effect doing nothing about a serious threat. Kissingers actions on his recent Latin American trip tend to confirm this assessment. Instead of using the trip to enlist support for diplomatic and military action, if necessary, to force the withdrawal from Africa of the Soviet controlled Cuban expeditionary force, Kissinger took the position that the U.S. had no legal authority to act. UNITED NATIONS PROBLEM Kissinger then noted that the quesiton of South-We- st Africa was basically a problem for the United Nations since the world organization considers the .territory to be illegally, occupied by South Africa. As for Rhodesia, Kissinger indicated thatthe U.S. was waitingto see what Great Britain and the Organization of African States does before considering what action the U.S. might take. The Liberation Committee of the Organization of African States meets this week in Addis Ababa. This is the military group drawn from member states and charged with coordinating strategy for the ending of all white rule in southern Africa. In ed another background briefing during the Latin American trip, Kissinger admitted that there are thousands of Russian military advisers and technicians in Cuba the support operation and training of Cuban troops involved in the joint venture in directing Africa. DIPLOMATIC GESTURE While in Peru Kissinger assured his host, President Francisco Morales Bermudez, a close friend of Fidel Castro, that the U.S. had no plans to support a guerrilla war against the Cuban-backe- d Popular Movement which now controls all the major cities of Angola. Asked about his statement to the Senate Foreign Relations Committee that the Ford Administration was considering a request to Congress for overt aid to Angola forces battling the Polular Movement forces, Kissinger replied: The request was only a diplomatic gesture. When Kissinger reports to Congress on his Latin American trip, the lawmakers should question him about his latest diplomatic gesture to determine what the Ford Administration really plans to do, if anything, about the Soviets advanced, military operational base in Cuba. rrrf rrrrrjj.
