Indeed, tens of thousands of people are occupied with the attempt to rehabilitate the victims of drug abuse. But marijuana grass in the vernacular is accepted by many people. The Revolutionary Council itself is dominated by a hard core of leftist officers who are unabashedly establishing the framework for an outright communist state. Franciscos Joseph Alioto may be a very good man and an outstanding public servant, but recent events indicate that he has near dictatorial powers. From news reports it appears that San Francisco, one of the cities that has been strongly molded by Metro thinking, has the strong executive-wea- k legislative form of The mayor first government. a unilateral settlement negotiated with the policemens union. Then, when the legislative body, known as the Board of Supervisors, tried to nullify Aliotos actions, he vetoed the Supervisors move. As of Sunday, August 24, it was still possible that the Board of Supervisors would override the Mayors veto, and this may already have happened before you read this column. But, regardless of which way it comes out in San Francisco, the question remains as to which elected official more closely represents the voters: the single strong executive or the legislative body consisting of several or many people. STACKS AND STACKS OF RIDICULOUS REGULATIONS The Federal Aviation Administration (to which pilots commonly refer as the FAA) which at one time possibly performed a worthwhile function, has apparently succumbed to the prevalent epidemic of bureaucratic boondoggling. The air traffic control division of the FAA, which provides separation for aircraft, generally does a commendable job. They seem to be conscientious and sincerely interested in providing efficient control and in cooperating with the pilots of the aircraft they control. It is the division which promulgates rules, presumably in the interest of safety, for air carrier aircraft which has gone berserk with stacks of ridiculous regulations. This writer, being an airline captain, has long been concerned with some of the counterproductive and ridiculous regulations with which the FAA has harassed airline pilots and the airline industry. And now, the FAA bureaucrats have just loaded on the straw which has broken this camel's back! Several months ago, the FAA created a regulation which forced the majority of airline flights to be operated under instrument flight rules regardless of the weather. And for those who are not familiar with this terminology, instrument flight rules (IFR) are those procedures used when the weather is bad or marginal. Flying by these procedures, although necessary in inclement weather, is much more than flying by visual flight When the weather is clear, there is rules (VFR). in operating under practically no advantage, safety-wisIFR, and in some cases it is clearly detrimental to safety. But common sense goes out the cockpit window when the FAA bureaucrats are making the rules. Rules such as the above are impractical and very, very costly to the airlines and, eventually, to the travelling public. One can easily understand why many pilots ignore such rules when the situation dictates. One such case occurred recently when a very competent airline pilot chose to operate his flight from Worland, Wyoming to Cody. The scheduled flying time on this flight is eighteen minutes, with a distance ofabout 75 miles. Furthermore, the air traffic in that part of the world is very sparse. There is no justifiable reason to require mandatory operation by instrument flight rules on that flight in good weather. But because the pilot in this case exercized good judgment and operated VFR under VFR conditions, the FAA bureaucrats are preparing to file a charge against him. Mind you there is no question whatsoever regarding the safe operation of the flight even in the charges made by the FAA bureaucrats but merely that he operated VFR when the bureaucrats said that he should operate under IFR rules. Among other things, readers, this gives you an insight into some of the reasons why the operating costs of the airlines, as well as practically all other industries, have skyrocketed recently ridiculous government controls.
