We are for a genuine detente, one in which the Soviet Union stops its ideological warfare against the West, one in which the Soviet Union shows an honest willingness to reverse the arms build-u- p and to abandon its - goal of military superiority in the SALT negotiations, one 1 1 which the flow of Western aid to the East is matched by a free flow of people and ideas in Eastern Europe and the Soviet Union, one in which the Soviet Union will stop sabotaging the efforts to build peace in the Middle East, one in which the Soviet Union will stop arming and encouraging guerrilla movements and other efforts of subversion. Congress voted down a proposed salary increase for its members in the amount of $10,000 per year. At the same time, its committee on perquisites and fringe benefits voted increased allowances of various kinds amounting to something like $9,000 to $10,000. This can be done and was done without any vote in Congress. Very few people are aware of it. Congressmen, therefore, get credit for sacrificial devotion and at the same time get their additional money. A similar grab was made just a year earlier. At the same time an increase of 5.5 percent in clerical allowances for Senators was voted. Based on population, these allowances range from $392,298 for states with fewer than 2 million people up to a little more than of a million for states with over 17 million population. We have now reached the point where we must pay our public officials extravagantly, including many kinds of luxury and fringe benefits plus lifetime pensions after a few years of service. It is bad enough to have to do this for men in active service, but when it comes to spending big money for clerical hire, offices and equipment for former Speakers of the House, it seems too much. During 1974, the number of government employees increased a little more than 600,000. If these people are paid an average of $10,000 each, it means an additional $6 billion of government payroll outlay. The taxpayers will have that much less money to spend for the things that create jobs and unemployment will rise. The grave difficulties besetting our country are the direct result of reckless spending and the vast increase of public and private debt. It is probable that some 16 percent of the national income is now paid out for interest on public and private indebtedness. This means the people have less to spend for the satisfaction of their needs and wants. As interest payments increase, the number of jobs decreases and the standard of living declines. If we would deny ourselves and start reducing our public and private indebtedness, the interest burden would grow less and we would have more to finance better living.
