McManus - UNBALANCING THE BUDGET As these words axe written, Congress is preparing to examine President Fords proposals for tax relief, including a rebate on 1974 taxes, reduction of taxes in 1975, reduction of the corporate tax rate, and tax credits for business investment in machinery and equipment. By the time Congress gets finished with the program, there will no doubt be an even and an even bigger tax cut bigger spending program. For the liberals in both houses dont seem to worry about where the money comes from. The theory behind the tax rebate is that the American people, with 12 billion dollars of new spending money, will start buying cars and houses. Since the lack of consumer - power has particularly hard on buying automobile and hit the housing industries, resulting in a massive loss of jobs, it is hoped that the rebate will induce a recovery'. That sounds good on hut paper, the average taxpayer's share of the SI 2 billion will be less than $400 -much too small to make tnc slightest dent in the price of a new car, and utterly microscopic when applied to the cost of buying a house. The whose housing problems industry, have compounded been h by interest rates, will be further sky-hig- damaged by the new deficits incurred. The government has to borrow money to pay Us enormous bills. It is, in fact, precisely such federal borrowing that has squeezed private borrowers out of the market and sent interest rates soaring. Additional will eat government borrowing up what is left of lendable funds and push interest rates even higher. Part of this problem could be eased if the taxpayers put their rebate dollars in savings accounts. But the Democrats in Congress are determined to restrict the rebates to low-incom- taxpayers, who will spend instead of save. Yet today, as evidence to the contrary accumulates and a truer image of some of the very wealthy emerges, a question is heard more and more. That question is: Why would wealthy persons in America aid, promote, and defend Communism? Dont they have the most to lose should a Communist system be established here? Admittedly, this question has two parts, the first of which takes for granted that aid, promotion, and defense of Communism by the d is a fact. Rather than assume that all readers accept such a premise outright, let us state for the record that many of the Rockefellers, Fords, Camegies, Morgans, and other interests are up to their necks in activity. They continue to bolster and legitimize Communists abroad with their own and taxpayers' money, and they use their tremendous influence and wealth at home to build the size and power of our federal government at every opportunity. Should the present escalation of federal power continue, government will soon reach the climax of total power, a condition commonly known as totalitarianism or Communism. Much of this pattern can already be seen clearly in America. Because of this, the two-pa- rt question quoted above is being asked. Various answers are heard. Some amount to nothing more than excuses for the millionaires. Such responses as Humanitarian idealism'. IPs in the interest of detente! Theyve pro-Commun- affecting our economy is that the government spends too much. Domestic spending rises every year faster than does the national income. (The fraction of national income spent for defense has been getting lower every year.) Before the President or the Congress address themselves to tax cuts as they surely must do -they have to attack the underlying problem, and drastically cut spending. Politicans, who are wont to gain votes by promising everybody a pie in the sky, are not likely to favor any cuts in domestic spending. The majority in Congress, in fact, will probably suggest more and giveaways to the have-not- s more taxes on the haves. Only when the first group swells to outnumber the second will they possibly wake up, and then it is going to be too late. - The American Way Features THE I e Belmont, Massachusetts Anyone who asks the right question has travelled at least halfway toward arriving at the right answer. There is no guarantee that a good question will prompt an equally good answer, but it appears that many Americans are at least asking the right questions today. It is forgotten that seizing freedom and responsibility from individuals at home (which is wliat big government is doing) is no less deadly than propping up tyrants abroad (which is what is accomplished through financial support for the USSR, Red China, and other totalitarian nations). The former makes dependent serfs of free men; the latter insures that serfdom once established shall be maintained. A better explanation of the activities and attitudes of the wealthy is that they have nothing to fear and nothing to lose should America become a carbon copy of Soviet Russia as long as they are in the drivers seat when the change is accomplished. Students of history know that Communism has never resulted from a rising up of downtrodden masses. Instead, it is always imposed on a nation by brilliant criminals who, if they are not wealthy themselves, are supported by great wealth in exactly the manner in which Engels financed Marx. After wealth, the goal for some is power. In the final analysis, there is little difference between a Brezhnev, a Mao, or a Tito on one hand, and a totalitarian-mindewealthy, would-b- e ruler from the West on the other. Millionaire socialists are working feverishly to establish total government in the United States as a prelude to an even more deadly worldwide tyranny. Sadly, we must admit that, because of the ignorance and misunderstanding of many, they are nearing their goals. Possession of great wealth does not necessarily mean that it will be used in the manner we have described. But some very wealthy persons definitely are using their fortunes today to gain control over everyone and everything.
