WHY ARE OUR CITIES BANKRUPT? The reason our cities are bankrupt, says John Q. Jennings, President of John Q. Jennings Associates, Inc., International Consultants of New York, is because they hire too many people, at too much pay to do too little work, after which they draw extravagant pensions. Jennings cites as example, New York firemen, whose pay, fringe benefits and retirement costs total $26,924 per year. He tells us also, that sanitation men for salary, fringe benefits and retirement expense costs the dty $23,378 each. Three hundred thousand other city employees are reaching out for the same fancy deal. The figures just noted were published in the New York DAILY NEWS, July 20, 1974. Why do public officials submit to such back breaking" demands? The answer is, they will be labeled if they don't, and that is the kiss of death. Of course, says Jennings, a city government can put a strike leader in jail for violating the law against strikes by public employees, as New York once did with the head of the bus and subway union. But the strike continued, while the martyred" union president sat in jail, and New Yorkers walked to work, or didn't get there at all. Unions have also been fined for staging unlawful strikes, but strikes continue, in support of pay demands that exceed the pay of many of the taxpayers who have to foot the bill. Jennings believes that workers are reasonable and if the facts were made known to them, would not make such impossible demands. It ought to be made clear to them that the public treasury is not a bottomless pit into which they can dip for more and bigger raises and that there is a limit beyond which taxpayers cannot be plucked." Mr. Jennings goes on to tell of a poll once taken by the Opinion Research Corporation of a cross section of the nation's High School teachers in which it was revealed that 52 percent of the teachers thought the owners got the larger portion of the nation's income. U.S. Department of Commerce figures, however, show that there has been a massive shift of the national income toward employees and government and away from everybody else. MIXING TAXES WITH GASOLINE With all those taxes on gasoline at the pump, all those taxes on the service stations, all those taxes on the refineries and pipelines, all those taxes paid to the oil producing nations, and all those federal, state and local the taxes, sales, income, property, real estate and other taxes, is it possible that any other industry is so heavily - taxed or pays more in taxes than does the oil industry? |
