Show UTAH STATE JOURNAL, DAILY SATURDAY, MARCH class of taxpayers which SHORT TILES PRESIDENT ELIOTS TO BE mu 19. According to PFPT.IV. Man-In circulated rojtorta irsiHieMtly clrclea here, ministerial court and Itiuwla haa intrusted the kaiser with the mission of stopping the war through iersoniil inediutlun or International mediation Initiated by him. It la stated that the idea appealed to him strongly from the standpoint of advantage that would accrue to Germany if she should swceed In bringing hostilities to an end. Russia haa convinced him. it Is said, that the fatherland, being allied to neither belligerent, could undertake the project with a better prospect of success than (either England or France, overtures of which countries In the same direction have failed. It la also asserted that Williams Mediterranean cruise, with its incidental conferences with the rulers of Spain. Portugal and Italy, concerns mediation, though the connection Is not clear. The kaiser for the present can do nothing more than quietly sound Europe. Russia In the meantime will continue to Issue defiant notices that Intervention ennnot be con- sidered under any circumstances. After the first decisive battles, however, whether the Muscovites win or lose, the kaiser will attempt to press the mediation scheme to a conclusion. Knur reasons are assigned for the osar's anxiety to put an end to the war: Krars of lnternnl eruptions, the danger of an explosion In the Balkans, the stupendous military problem Involved In subduing the Japanese, and the certainty of financial dlfflcultlee should the wnr he prolonged. In the foothills there were five feet of wet snow on the level a short time ago and on the Elkhorn mountains about twice aa much, all frozen solid. It is said that seven years ago there was a big flood that washed out many g. P. railroad bridges and much track and played general havoc. Ditto ir. Burnt river valley, where the O. The sawmills will start up under full steam on the Slat, and the planers nnd box factories as well. Prospects are fair for a moderately good run this year. The employees of the O. S.
