Show DAILY 4 UTAH STATE JOURNAL OGDEN, UTAH. MRS. MAYBRICK 11, last Senator Reed Smoot filed his reply to the charges pending against him before the committee on privileges and elections. A full report, copied from the Deseret News, appears in this paper. All classes of people in Utah are compelled, by the sentiments and language of the reply, to find a new standpoint from which to view the senator, the church to which he belongs, the authority by which that church is controlled, and the revelations which have been promulgated for the guidance of its members. No other equally astounding document has ever emanated from any leader holding such high and unquestioned standing. The reply is more evolutionary not to say revolutionary than the manifesto on plural marriage and more startling than the later manifesto which defined the political obligation of prominent authorities of the church. Among the most significant of his utterances are the following : The respondent Senator Smoot denies he that is one of said alleged body of fifteen men or that there is any such body. This has reference to the First Presidency and Twelve Apostles. This respondent further denies that he has ever countenanced or connived at any violation of any law, either of the State of Utah or of the United States, or that he has ever protected or honored any person or persons who may have violated the laws of the land. Respondent further alleges that since the manifesto of President Wilford Woodruff was issued in. 1890 neither a belief in nor a practise O'f polygamy or polygamous cohabitation has self-perpetuati- ng either been taught or encouraged. Mr. Smoot admits that the First Presidency of the Mormon Church is vested with supreme authority in all things spiritual and in all things temporal so far as temporal things pertain to the affairs of the Church. He denies that the First Presidency or Twelve Apostles are supreme in the exercise cf the fifteen years in an Furnished by the Ogden Brokerage company, 1482 Washington; phone English prison upon conviction of the 215. He admits that the enjoyment of the privileges of statehood must depend upon the observance of the sacred compact upon which statehood was secured, also that the rights thereby granted are not inalienable, but denies that he is or ever will be unfitted to make any law. If Senator Smoot is stating facts, and if his colleagues and superiors of the church endorse his propositions, the man who in on looks will witness some Utah, merely rapid and extensive changes of opinion; for much of what the senator declares, is now heard for the first time from an authoritative source. Had Mrs. Maybrick been convicted in the United States of the same crime for which she has served fifteen years in an English prison, and had there arisen the same doubt of her guilt, it is reasonable to presume that she would have been released many years ago. We even go too far in such leniency. It is the fashion in America to exercise the pardoning power almost without discrimination. And this, as much as any other cause, is undoubtedly responsible for the constant inctease in crime in this country. MUNICIPAL WA'IER WORKS. Mo. Pac, 92 2. N. Y. Does he mean, by the last of the above quoted admissions, that Utahs statehood can be taken from her if her people violate the compact concerning plural marriage ; upon which compact with the national government, this state was admitted into the Union ? Of the two foregoing inquiries, the first is relatively unimportant; for if Senator Smoot likes political preferment better than ecclesiastical elevation, the choice is his personal right. But the second question involves the glory of citizenship for the whole people ; it affects the material destiny of the state more vitally than as if the streams were to stop running or the mines to cease yielding; it controls the fates of all the generations to come. Senator Smoot's admission that our statehood rights are not inalienable, is the most amazing, wholesale sacrifice ever volunteered by any representative or senator since the government was founded. From Salt Lake it is reported that a great deal of earth and some heaven are to be moved to prevent Senator Kearns and Secretary Heath from going to the national Republican convention as delegates from Utah. The effort is a silly one, either from the standpoint of party or state. Under any circumstances Senator Kearns should be sent to the convention and Secretary Heath if he retains his position should also go as a delegate. f 1-- 1-- 2. 3-- 4. 38 Wabash, pfd., 8. 1-- Salisfacti in every Purchase 4. 1-- 8.
