Rich who has returned to Salt Lake from the Southern States' mission advises the Deseret News that not ten petiper cent of the signatures to false pretions were secured except through tenses. It is comforting to know this; and it is an added consolation to know that the petitions, even if signed entirely by intelligent and comprehending people, could have no direct effect upon the right of Senator Smoot to hold his seat in the body to which he was elected. The right of the people to petition cannot be abridged; but the congress of the United States is not under any moral obligation to decide any question involving the prin-plof our government according to the request of petitioners whether one hundred per cent or ten per cent of them are aware of the purport of their supplication. The most that the petitions can accomplish is to attract the attention of the senate to the Smoot case and to secure a searching investigation of the methods by which the apostle was elected as senator, and the obligations, if any, which are upon him as a high ecclesiast in contravention of his single and supreme duty as a anti-Smo- ot es citizen. It is not likely that the charge made by John T. Leilich, of polygamy, will be The general pressed against the apostle. belief in Utah is that this allegation is not only untrue but absurd. Senator Smoots case will not stand upon that falsehood nor upon the demand of millions of petitioners that his seat shall be declared vacated; but it will stand upon the following specific charges drawn by the committe on privileges and elections, from the document signed by eighteen citizens of Utah, fourteen Republicans and four Democrats, alleging as follows: 1. The Mormon priesthood, according to the doctrines of that church, is vested with supreme authority in all things temporal and spiritual. 2. The first presidency and twelve apostles are supreme in the exercise and transmission of the mandates of this authority'. 3. As this body of men has not abandoned the principles and practice of political dictation, so also it has not abandoned belief in polygamy and polygamous cohabitation. 4. That this is the attitude of the first presidency and apostolate, even since the suspensory manifesto of 1890, is evidenced by their teachings. 5. This body of officials, of whom Senator-eleSmoot is one, also practice or connive at and encourage the practice of polygamy and polygamous cohabitation, and those whom they have permitted to hold legislative offices have without protest or objection from them sought to pass a law nullifying enactments against polygamous cohabitation. 6. The supreme authorities in the church, of whom Senator-elec- t Reed Smoot is one, the first presidency and twelve apostles, not only connive at violations of, but protect and honor the violators of the laws against polygamy and polygamous cohabitation. There is no doubt that the committee will give a careful hearing. It will be a great opportunity for Senator Smoot as well as his accusers. If the senate of the United States shall determine upon a? rigorous investigation, the truth will be made plain, and inasmuch as Senator Smoot and his people desire nothing but the truth they may in advance congratulate themselves that it will be victorious. The charges are comprehensive; they cover enough ground; both sides will be heard; and the charges will be sustained to the vindication of the accusers, or they will be swept away to the triumph of Apostle Smoot and his ct to-w- it, compeers. There is one chance for Theodore Roosto the presidency. It lies in evelts some other country. While Apostle Woodruff was addressing the Mormon congregation in Salt Lake yesterday the Episcopal Bishop Francis of the diocese of Indiana was preaching to his people in Indianapolis. Apostle Woodruff spoke about child murder and Bishop Francis said: "Women in the finer homes do not want babies nowadays.
