Secretary of War Root In submitting hie annual report to the President enya tliat on Deremlier 1, 190!, the date of the last annual report, the army of the United and of S.G86 officer States 66,001 enlisted men. a total of 69,589. In addition, there were In the service 3,598 men of the hospital corps excluded by the act of March 1, 1887, from classification as part of the enlisted force of the army. There were also In the service 182 volunteer medical officers and 4.978 enlisted men of the Philippine scouts and twenty-nin- e officers and 840 enlisted men of the Porto Rico regiment. At the date of the last reports received from the military departments, October 15, 1908, the actual strength of the regular army was 3,681 officers and 55,500 enlisted men, of which 843 officers and 14,667 enlisted men were In the Philippines. The total number of enlistments in the army during the year ending June 30, 1903, (not including hospital corps and Philippine scouts) was 18,219. Of and these 6.906 were 15,537 11,385 were new enlistments; were native born, 2,737 were of foreign birth and seventeen were born In Porto Rico. Of those enlisted In the United States 17,469 were white, 793 colored and twelve Indian. The Important military event of the year affecting the regular army has been the reorganisation of the system of military control under the general staff act approved February 14, 1903. Of equal Importance with the general stall act In Its relation to the general military efficiency of the country In the act to promote the efficiency of the militia, approved January 21, 1903, supplemented by an appropriation act of March 2, 1903.
