During the period between January 12th and February 6th the entire fleet will be occupied ln..tactical evolutions and a great variety of exer1 1 four-starr- ed cises. Chief among these exercises will be the campaign of an extraordinary force of 400 marines from the Dixie, which will be ordered to establish a base on the coast of Porto Rico to provide for its defense and to engage in operations leading up to some adequate objective point probably the capture of one of the Island municipalities. This expedition will be nwuy from the ships or a period of fifteen to twenty daya The men will, therefore, have to transport all their supplies and munitions of war as in an actual campaign. For nine days prior to February 15th the fleet will be maneuvered at sea, arriving at Guantanamo February 18.
