THE PROCLAMATION. By the. President of the United States of America: A proclamation: Whereas, the Congress of the United States passed an act which was approved on the sixteenth day of July, eighteen hundred and ninety-fou- r, entitled, An act to enable the people of Utah to form a Constitution and State Government, and to be admitted into the Union on an equal footing with the original States, which act provided for the election of delegates to a Constitutional convention to meet at the seal of government of the Territory of Utah, on the first Monday in March, eighteen hundred and ninety-fivfor the purpose of declaring the adoption of the Constitution of tfc United States by the people of posed State, and forming a Constitution and State government for such State: Whereas, delegates were accordingly elected, who met, organized and declared on behalf of the people of the said proposed State their adoption of the Constitution of the United States, all as provided in said e, thc-pr- o act: And, whereas, said convention so organized did, by ordinance irrevocable without the consent of the United States and the people of said State, as required by said act, provide that perfect toleration of religious sentiment shall be secured and that no inhabitant of said State shall ever be molested in person or property on account of his or her mode of religious worship, but that polygamous or plural man lages are forever prohibited, and did also by said ordinance make other various stipulations recited in section 3 of said act: Mid'Ctinven-- . And, wbcXfiM-.Vi- a tion theVeupon formed a CoaitlttitUa and State government for the said proposed State, which Constitution, including said ordinance, was dulj submitted to the people thereof at an election held on Tuesday next after the first Monday of November, eightas dieen hundred and ninety-fivrected by said act: And, whereas, return of said election has been made and canvassed, and the result thereof certified to me, together with a statement of the votes cast and a copy of said Constitution and ordinance, all as provided in said act, showing that a majority of the votes lawfully cast at such election was for the ratification and adoption of said Constitution and ordinance: And, whereas, the Constitution and government of said proposed State are republican in form, and the said Constitution is not repugnant to .the Constitution of the United States and the Declaration of Independence, and all provisions of said act have been complied with in the formation of the aaid Constitution and governe, ment: NOW, THEREFORE, I, Grover Cleveland, President of the United States of America, in accordance with the act of Congress aforesaid, and by authority thereof, announce the result of said election to be as so certified, and do hereby declare and proclaim that the terms and condi tlona prescribed by the Congress of the United States to entitle the STATE OF UTAH to admission into the Union have been duly complied with, and that the creation of said State and its admission into the Union on an equal footing with the original States is now accomplished. Jan. 4, 189& Without ceremony or formality, and in the privacy of his own office, Mr. Cleveland, at three minutes past 10 this morning, in accordance with the mandate of Congress, Issued the proclamation admitting Utah to the Union of States. As telegraphed last night to The Tribune, the effort of Oov. West to permit the delegation of Utah citizens now In Washington to witness Mr. Cleveland's act failed of success. Secretary Thurber had promised to attempt to secure the President's consent to the wish expressed by the Governor and Delegate Cannon, and to notify Gov. West at his rooms In the Itlggs House of the result of his Interview a Ith M r. Cleveland. After waiting until neatly without receivt o'clock this morning In ing the message. Gov. West retired the hope and belief that on the occasion of the visit of the delegation to the White House this morning the details would be perfected to surround an event of such paramount Interest to the people of Utah with a formality which would make the scene n historic one. This whs not, however, to be. It was a crisp, bright morning In Washington. The cold wave had struck the city and the thermometer was registering only 10 degrees above sero, when the Utah party started for the Executive mansion. Gov. West. Delegate Cannon, Representative C. E. Allen and Junius F. Wells left the Riggs House at a quarter of 10 o'clock, and proceeded to the White House, arrlr-n- g there live minutes later. They were admitted at once to the private office or Private Secretary Thurlier, where they were Informed that Mr. Thurber was at the time engaged with the President, hut would see them immediately. Senator Berry of Arkansas was the only person outside of the delegation In the room, and he was also waiting an interview with the private secretary. At three minutes past 10 the door of the room leading to the President office opened and Secretary Thurber appeared, holding In his hand the proclamation for the ADMISSION OF UTAH, with the Ink of the President's signature still wet upon It.
