About 1885 1 wrote Dr. Pepper, Provost of the University of Pennsylvania, and submitted plans requesting an expression of hla opinion. He replied that my plan was Ingenious, but he feared unpractical. After allowing the subject to season for a year I wrote him again and got about the same opinion.
