The World this morning says: The attach es of the Spanish legation in Washing1 ion were boasting recently at the Me trupolitan club in that city of the mildtary and naval resources of their country, and one made the remark that. 'Spain could take New York in ten day. Alarmed hi at this indiscretion, companion hushed hitn up and they sh urtly left the club house. Enough ha d been said, however, to excite suspicion, and a quiet investigation reveaie d the cause of the Spaniard's confidence. It was discovered thou Capt. Charles ' de Las Casas oi the Spanish army has been in- New York for three months. He has avoided the hotels and clubs and has taken a flat In 114th street From this street, it is said, he has made many visits to points ot interest around New York and has ooller.tnd an immense amount of vafuablc information concerning the fortifications at Willett's Point, Sandy Hook and other points. It is believed he enriched his collection with numerous drawings and photographs, accurately locating the sites of the mines which worn Id be used in defending the harbor. Recently Captain d Las Casass room was broken into and some of his valuable papers are said to he Blissing. The captain does not know w hether it was the work of a burglar or of a United States secret service agent. Captain de Las Casas said last night: "My work here is simply 3Ikc that of other military attaches, to go about from place to place inspecting tfhe different military posts with a view ot discovering any improvements which may be serviceable to us. 'Then I report to the minister of war in Spain. This the local circuit court declined to do, on the ground of want of jurisdiction. Justice Shiras handed down the decision of the court in the case of the United States vs. Dan. K. Swearingen. This case was brought to the supreme court on a writ of error from the Kansas circuit court. Swearingen was and on trial convicted of sending obscene matter through the mails. The article in question was a newspaper attack upon a rival editor. The supreme court found that the court below was in error in its instructions pronouncing the article obscene, and therefore reversed the decision. It points out the alleged injustices of Congress, and the writer says he believes there will be a revulMarch bocn sion of public opinion in the United States as soon as the truth is known. The Correspon-denci- a announces that it is reported in political circles there that England is trying to mediate between Spain and the United States for the settlement of the Cuban question on the basis of the recognition of the sovereign rights of Spain over Cuba, which would be granted an autonomous administration, the customs receipts, however, being devoted to the payment of the Cuban debt. Washington, March 9 Th- Men-alar-- t'arlinla. 1 Frankfort, Ky., March 11 This, the Hh day of March, will bean unenvia- ble -- 1 ulon .1 r a e memory in the history of Kentucky state politics. Blind partisanship and bitter passions usurped the place of cool judgment and sober thought. At times it looked as if there might be an outbreak of mob violence. When it be came known outside that the house had unseated Kauffman, the democrat, and that the senate had unseated the republicans, James and Walton, the aspect looked so threatening that many of the great crowd that thronged the corridors made a rush to get away. There was an unseemly rush fot thr joint assembly, door, which was guarded by a large body I . . 4 f v ' x armed men. At one time the explosive point was almost reached. That point would doubtless have been ' reached if the republicans had attempted to force the unseated senators into the joint assembly meeting. Kauffman, the democrat unof seated by the house, was already in the hall. Senator James, one of the unseated senators, got In by strategy. This left one unseated denioerat and one unseated republican in the joint assembly hall. This mode honors about even on that score, and tended to promote peace. There were revolvers waiting, silent, but ready, at the hall door, and had any one wanted trouble he could have had it. A ballot resulted as follows: Blackburn 54, Carlisle 10. i I Republican Dunlap U'ithUrawa Ilia ('ontsst for a Neat. Cincinnati, March 10. the Commercial A special to Gazette from Frank-farKy., says: Dunlap, the republican contestant of the democrat Kauffmans t, seat in the house, withdrew his contest today. The republican managers claim that the case is in the hands of the house, and Dunlap has no say in the matter. Furthermore, they express a determination to unseat Kauffman tomorrow. The senate today passed a resolution for the immediate expulsion of ineligible Senators, also that the Clerk shall put the question and announce the decision in all appeals from the decision of the chair. Several ' sound money demo-ciat- s in the senate arc ojiposcd to the expulsion of republican senators, and also desire that the houtc shall not expel Kauffman. Five republican members of the house advised Dunlap to withdraw. In stating hi reasons for withdrawal Dunlap cited the facts that only six working days of the session remained, that further pressing of the contest would prevent legislation, and that the evil from neglect of would all the benefit to the party to be derived front his being seated. The outlook tonight indicates that both the house and the senate will resort to revolutionary measures soon. icgi-lali- -.'
